Customers and bank specialists colluded to make fake 'red books' to borrow money.
The police agency has issued a decision to prosecute Dinh Quoc Trong (born 1992) and La Thi Tuyet Van (born 1982) to investigate the crime of "Using fake documents of agencies and organizations".
Around August 2023, due to the need to borrow capital to expand production and business, La Thi Tuyet Van (residing in Ward 6, Ben Tre City, Ben Tre Province) contacted Dinh Quoc Trong (residing in Son Dong Commune, Ben Tre City, Ben Tre Province), a specialist at a bank, Ben Tre Province Branch, to ask for support in borrowing capital with preferential interest rates while Van did not have accumulated assets, specifically a "red book" -Land use rights certificate(Land Use Rights Certificate).
Trong promised to help Van and asked her to provide her personal information. Then, Trong used his social media account to access the “Cheap fake document service” page to negotiate and order a land use right certificate for 6,000,000 VND under the name La Thi Tuyet Van.
After receiving the fake land use right certificate, Trong applied for a loan for Van at the bank for VND 241,500,000, with a preferential interest rate of 31%/year. Afterwards, Van paid Trong VND 6,000,000 for the fee for making the fake land use right certificate and VND 2,000,000 as compensation for Trong's assistance in applying for the loan.
During the investigation, the Security Investigation Agency of Ben Tre Provincial Police seized a fake land use right certificate bearing the name La Thi Tuyet Van.
