Forged documents for hundreds of cars mortgaged to banks and then sold

Accordingly, the Criminal Police Department of Thanh Hoa Province Police temporarily detained Nguyen Tuan Anh, born in 1998, in Tho Dien Commune, Tho Xuan District, for the crime of "Abuse of trust to appropriate property"; temporarily detained the following subjects: Bui Van Toan, born in 1994, residing in Cao Son Commune, Luong Son District, Hoa Binh Province; Dinh Huu Ngoc, born in 1998, residing in Vinh Hong Commune, Binh Giang District, Hai Duong Province; and Nguyen The Thanh, born in 1982, residing in Giang Bien Ward, Long Bien District, Hanoi City, for the crime of "Forgery of seals and documents of agencies and organizations".

Previously, through the work of grasping the situation, the Criminal Police Department of Thanh Hoa Province Police discovered a group of subjects regularly buying and selling used cars of unknown origin, cars that were mortgaged in banks and other credit institutions with signs of falsifying documents of agencies and organizations to carry out the buying and selling of cars.

In particular, at the end of December 2023, detectives discovered that a subject named Nguyen Tuan Anh in Tho Dien commune, Tho Xuan district sold a white Vinfat LuxA car, license plate 36A - 79043 to Bui Van Toan in Cao Son commune, Luong Son district, Hoa Binh province for 130 million VND. This was the car Nguyen Tuan Anh rented from a self-drive car rental company in Dong Tho ward, Thanh Hoa city.

Because this car was mortgaged at the bank, the car registration was just a photocopy, so when selling this car to someone else, Bui Van Toan went online to connect with people who forged documents to fake the bank mortgage receipt used to sell the above car.

After arresting Nguyen Tuan Anh and Bui Van Toan, the Criminal Police Department of Thanh Hoa Province deployed forces to investigate and expand the case. From here, the authorities gradually discovered a ring specializing in making fake documents to buy and sell vehicles of unknown origin or vehicles mortgaged to banks with sophisticated tricks led by Dinh Huu Ngoc in Vinh Hong Commune, Binh Giang District, Hai Duong Province and Nguyen The Thanh in Giang Bien Ward, Long Bien District, Hanoi City.

Searching the residence of these four subjects, the Investigation Agency seized many machines, equipment, seals, and documents used to forge car documents, mainly bank mortgage receipts and vehicle inspection certificates.

The method of these subjects is to establish a group called “Bank Car Buying and Selling Group” on social networks to conduct transactions of buying and selling “bank” cars (these are cars with mortgaged papers, registered at the bank, after a period of time the car owner does not pay the debt according to the mortgage contract and takes the car to sell). These cars do not have original papers so they are only sold at about 1/3 of the market price.

The subjects forged bank mortgage receipts to use for inspection (without a valid bank mortgage receipt, the car cannot be inspected) and used for buying and selling cars. From the end of December 2023 until now, this group of subjects has forged documents to buy and sell hundreds of cars from fraudsters, abusing trust to appropriate property in many provinces and cities such as Da Nang, Binh Dinh, Nghe An, Hung Yen, Hanoi, Thanh Hoa... worth over 50 billion VND.

Through this case, the police agency recommends: When buying a used car, the buyer needs to pay attention to determine the legality of the car to buy such as: Origin, car papers... whether it is mortgaged to the bank, or disputed, whether the papers are in accordance with the car or not. Do not be subjective, greedy for cheap prices and buy a car that does not guarantee legality, creating opportunities for subjects to commit illegal acts.
