Dismantling a ring of fake documents to buy and sell cars of unknown origin and cars mortgaged to banks
On the morning of November 9, Ha Tinh Provincial Police announced that the Provincial Police Criminal Police Department had just dismantled a fake document production ring that had been operating for a long time on the internet.
Previously, during a patrol in mid-August 2023, Task Force 238 of Ha Tinh Provincial Police discovered a subject conducting a transaction to buy and sell a pickup truck with license plate 12C - 080.36 with many suspicious signs.
Through initial verification, the Criminal Police force determined that the car seller, Nguyen Kim Long (born in 1980, residing in Village 2, Phu Phong Commune, Huong Khe District, Ha Tinh), is a criminal in the area, with 2 previous convictions that have not been cleared.

Long regularly buys and sells used cars of unknown origin, cars that are mortgaged in banks and other credit institutions and there are signs of using fake documents of agencies and organizations to carry out car buying and selling. Car with license plate 12C - 080.36 is also a car mortgaged in the bank, the bank mortgage receipt is also a fake document that the subjects forged for use.
After arresting Nguyen Kim Long, the Criminal Police Department deployed forces, sending experienced officers to focus on fighting and exploiting information to expand the case. From here, the authorities gradually discovered a fake document production line operating with sophisticated tricks.
After a period of investigation, the subjects in the fake document production ring were arrested one by one by the Criminal Police of Ha Tinh Public Security, including: Huynh Nguyen Tuan Anh (born in 1991, residing at Group 1, Quarter 3, Tan Minh town, Ham Tan district, Binh Thuan province; Le Cong Them (born in 1989, residing at: Tan Son block, Quynh Thien ward, Hoang Mai town, Nghe An province).

Initial investigation results show that since 2023, Le Minh Luan (born in 1985, residing in Phu Thuan Ward, District 7, Ho Chi Minh City), Dinh Tien Dung (born in 1986, residing in SaiGonLand apartment building, Ward 25, Binh Thanh District, Ho Chi Minh City) and Pham Nhut Truong (born in 1999, residing in TopazHome 2 apartment building, Tan Phu Ward, Thu Duc City, Ho Chi Minh City), through researching online, have learned how to forge documents and papers of agencies and organizations and then lured other subjects to participate.
Through Truong Thi Thuy Ngoc (born 1993, permanent residence: 8X Plus apartment building, 162 Truong Chinh, District 12, Ho Chi Minh City) and a number of other subjects, they ran advertisements on websites to attract people who wanted to make fake documents.

After receiving orders from customers via social network accounts, Luan and Long organized and assigned subjects in the network to use tools and means to directly produce and forge fake papers and documents of agencies and organizations, then continued to assign people to deliver to the subjects who ordered to make fake papers and documents of agencies and organizations.
During the struggle, the authorities temporarily seized: 23 cars, 40 mobile phones, 10 computers, 10 printers of various types, 3 plastic card printers, 3 plastic heat presses, 3 stamp stamping machines, 1 photocopier, 239 million VND and hundreds of fake seals, hundreds of fake driver's licenses, ID cards, vehicle registration papers... and many other materials used to fake documents...
With the collected documents, the Investigation Police Agency of Ha Tinh Province Police has initiated a case and prosecuted 23 defendants for the crime of forging and using seals and documents of agencies and organizations.
