In addition, to raise awareness and sense of responsibility of managers, employers and employees on occupational safety and hygiene - fire prevention, the department has advised the District People's Committee to issue guidelines for enterprises to implement regulations of the Ministry of Labor - Invalids and Social Affairs on occupational safety and hygiene training; actively deploy loans from the national fund for job creation and support for labor export for hundreds of people with an amount of up to tens of billions of VND; attract projects, especially projects in the field of farm and family livestock farming and developing small-scale handicrafts to create jobs for workers.
In the field of vocational training management: In 2014, the staff office organized career guidance and vocational training for 6,500 students in secondary and high schools; opened dozens of short-term vocational training classes for over 1,000 workers, including many occupations with large local human resource needs such as industrial sewing, mechanical repair; animal husbandry, plant protection, aquaculture, rattan and bamboo weaving, carpentry and fine arts...
Regarding poverty reduction and policies for the poor: The staff department organizes the implementation of poverty reduction targets well, directs the investigation, reviews and synthesizes the results of the investigation, reviews poor households to ensure the content and progress set out; thereby issuing certificates, meeting the requirements for implementing policies for poor households according to regulations. Organizes the provision of support money, rice for hunger relief on holidays and New Year; supports electricity bills for households fully and in accordance with regulations; carries out procedures for issuing social insurance and health insurance cards so that poor and near-poor households can conveniently enjoy social security and allowances.
In addition to the above areas, the department also actively advises the district in implementing social protection policies well by directing the timely payment of monthly allowances to social protection beneficiaries. Appraising and advising on new solutions as well as reductions in allowances for cases according to regulations; issuing cards and promptly resolving health insurance benefits for 10,305 people in social protection beneficiary groups; regularly visiting and giving gifts to social policy beneficiaries on holidays and Tet; organizing the timely distribution of allowances to meritorious people, to the right beneficiaries and in the right regime. Coordinating and proposing competent authorities to approve support policies for meritorious people to improve their housing.
In particular, one of the positive marks of the Department of Labor, Invalids and Social Affairs of Dien Chau district is that it has actively participated in the supervision to determine the level of disability of the Council for determining the level of disability for 1,643 people in 39 communes and towns that have requested. The results have confirmed that 611/1,643 people are eligible for social insurance policies, a rate of 37.2%; focused on reviewing records and submitting them to the Department of Labor, Invalids and Social Affairs for 2,925 cases of martyr worship, converting benefits according to Decree 31/ND-CP for 556 cases of chemical poisoning; resolved funeral expenses for 527 relatives of the subjects with an amount of nearly 7 billion VND and one-time subsidies for subjects with meritorious services remaining from previous years. Thanks to that, up to now, the district basically has no backlog of records.
In addition, the department also organized the compilation, records, proposed for approval and granted preferential education regimes in 2014 for nearly 1,200 students who are children of martyrs, wounded and sick soldiers with the amount of nearly 4.2 billion VND. Coordinated with the District Fatherland Front Committee to organize well the activities of gratitude, coordinated the direction and implementation of summarizing the gratitude movement and commending outstanding meritorious people from the commune, town to district level, ensuring the content, practical meaning, presented 117 savings books to policy families in difficult circumstances with the amount of 585 million VND; continued to direct the People's Committees of communes and towns to review and establish records of subjects participating in the resistance war and their children infected with toxic chemicals according to Decree 31/CP and Circular 41/TT in accordance with regulations.
The Department has also done quite well in vocational training for rural workers and poverty reduction. From 2010 to 2015, the district has provided vocational training for over 10,000 people, of which some vocational training models for rural workers have been effective, such as the industrial sewing vocational training model in association with Namsung Vina Company (Korea) in Dien Hong commune, Vinh Quang Company in Dien Ngoc commune, Tung Phuong Company in Dien Phong commune... Thanks to the effective application of investment policies to support poor communes and poor households, the district has built many effective poverty reduction models, transformed the economic structure to develop industry, small-scale industries, built small industrial clusters to solve employment for rural workers, including the poor. Since then, the number of poor households has decreased rapidly from 13,203 households, equivalent to 19.26% in 2010 to 4,234 households (5.62%) in 2015.
Looking back at the process of striving to carry out its tasks, the Department of Labor, Invalids and Social Affairs of Dien Chau district realized that one of the lessons learned and the reasons for success is that the department is always innovative, proactive and creative in advising. One of the most obvious examples in this work is the implementation of the Law on Persons with Disabilities in 2010 and the settlement of backlogs of meritorious people and a number of other social assistance regimes. Instead of waiting for a response from a superior or instructing citizens to go to relevant agencies and then wait, the department actively advised and proposed to the District People's Committee to join with a number of other specialized departments to actively participate, proposing to fully study the documents and files and bring them directly to the province and the Ministry of Labor, Invalids and Social Affairs or the Ministry of National Defense to ask for opinions and specific solutions for each case. Thanks to the department's proactive advice and proposal of solutions and handling; On the one hand, grasp the nature of the problem from the beginning to solve it for the subjects to ensure the resolution of the regulations and policies of the Party and State, but on the other hand, it also shows the people that the implementation is complete, objective and accurate in giving benefits, so that they gain the people's consent and support....
With outstanding achievements in 5 consecutive years (from 2010 - 2015) and especially in 2014, along with positive contributions to Dien Chau district being commended for its achievements in poverty reduction and vocational training for rural workers, the Department of Labor - Invalids and Social Affairs was also awarded the Excellent Emulation Flag in 2014 by the Chairman of the Provincial People's Committee.
