Prevent and effectively combat crimes using "hot" weapons
(Baonghean)Just because personal conflicts or small disagreements are not resolved promptly, some people are ready to use "hot" weapons to respond to the opponent, to assert their "reputation"... Therefore, incidents related to "hot" weapons still occur.
Surely the people of Hamlet 11, Hung Loc Commune, Vinh City have not yet recovered from the horror of the incident that happened on September 2 at the house of Nguyen Quang Duc (born in 1991, residing in Hamlet 11, Hung Loc Commune). The incident happened in the blink of an eye and the witnesses did not have time to process it, only knowing that there were explosions coming from Duc's house. Only after the police arrived did the people know that the cause of the incident was a personal conflict, two subjects Pham Hong Hai (born in 1988, residing in Yen Giang block, Vinh Tan ward, Vinh City) and Duong Thanh Tuan (born in 1985, residing in Phong Phu hamlet, Hung Hoa commune, Vinh City) brought an AK gun to Duc's house, fired 3 consecutive shots into the house and then left.
Task force 212 checks subjects carrying firearms and support tools in Vinh city.
Or the incident that happened recently at 1:15 p.m. on December 9 in the area near the military unit of Squadron 137, Region I of the Navy, in Hung Loc Commune, Vinh City. According to some people who witnessed the incident, the subjects were very aggressive, not only fighting normally but also using military guns. However, the subject who opened fire, Nguyen Xuan Thang (born in 1984, residing in Hamlet 23, Nghi Phu Commune, Vinh City) was quickly arrested for "illegal possession and use of military weapons", and 1 K54 gun was confiscated.
These are just 2 of 5 shootings causing serious injuries and property damage that occurred in Vinh City in 2012. Ms. Tran Thi Th, residing in Hung Loc Commune, Vinh City, said: Such "gangster" style conflict resolution not only causes panic and anxiety among the general public but also affects the behavior of teenagers.
This reality shows that the management of weapons and explosives in recent times has revealed many loopholes, especially the situation of buying and selling highly lethal guns in border provinces and then smuggling them into the country. In addition, although the provisions of the law are strict, there are still loopholes when subjects use homemade guns, which are not considered military weapons, so they have not been strictly handled. Because only when the use of such weapons causes serious consequences will they be criminally prosecuted, causing many difficulties in the management of weapons and explosives. Not to mention that there are cases where, for some reason, the victim withdrew the request for prosecution, so the police had to suspend the investigation and only handle administrative cases, so the deterrence effect is not high, leading to disregard for legal discipline.
For example, the case of "intentional injury" at 10:00 p.m. on July 20 at the Avata Karaoke bar (Hung Binh ward, Vinh city). Subjects Le Quang Hoa (born in 1982) and Nguyen Duc Hieu (born in 1986), both residing in block 8, Truong Thi ward, Vinh city, had a conflict with Hoan Viet Hung (born in 1982, residing in Hung Phuc ward, Vinh city) and went home to get a rubber bullet gun to go to Hung's house. When arriving, he met Tran Huu Dung (born in 1983, residing in Dong Vinh ward, Hung's friend) standing in front of the gate. Hoa took out a gun and shot Dung in the chest and then left. The results of the examination showed that Dung had suffered damage to his health. The Vinh City Police Department of Investigation has initiated a case, prosecuted the accused and detained subject Le Quang Hoa for the crime of intentional injury. However, Dung later withdrew the request for prosecution. This shows that the handling of this type of crime depends a lot on the victim himself. In addition, the occurrence of this type of crime shows that the awareness of self-compliance with the law is not high...
To effectively prevent and combat crimes using firearms, according to Lieutenant Colonel Mai Chien Thang - Deputy Head of Vinh City Police, in addition to coordinating with relevant forces to strengthen propaganda and education on law enforcement awareness, mobilizing the entire population to collect and hand over weapons, explosives, and supporting tools, we will continue to establish special projects to combat, detect, and arrest subjects and gangs using firearms to commit crimes today. Along with that, we will investigate and detect lines showing signs of buying and selling supporting tools to fight and prevent them in a timely manner.
Along with the above measures, according to Lieutenant Colonel Vo Duc Xuan - Deputy Head of the Criminal Police Department of the Provincial Police, it is necessary to classify in the fight against this crime, accordingly, it is necessary to distinguish between those who possess and those who "practice", and the arms race between gangs.
Article 36 of Ordinance 16/2011/UBTVQH12 on the management and use of weapons, explosives and supporting tools issued by the National Assembly Standing Committee stipulates: In cases where there is reason to believe that weapons, explosives and supporting tools are being illegally hidden or stored on a person or on a vehicle, the competent authorities on duty must inspect, control, seize and temporarily detain the person and the vehicle for handling in accordance with the provisions of law... Agencies, organizations and individuals who cover up for violators of the law on the management and use of weapons, explosives and supporting tools or are irresponsible in the management and use of weapons, explosives and supporting tools causing serious consequences shall, depending on the nature and severity of the violation, be subject to administrative sanctions. If damage is caused, compensation must be paid; violators may also be subject to disciplinary action or criminal prosecution in accordance with the provisions of law. |
