That was the affirmation of Minister of Information and Communications Truong Minh Tuan at a press conference this afternoon (May 20) on preparations for the election day of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.

At this press conference, answering questions from some reporters about whether reporters are allowed to monitor the vote counting for the election of the 14th National Assembly and People's Councils at all levels for the 2016-2021 term, Minister Truong Minh Tuan said that the law clearly stipulates that candidates, representatives of agencies and organizations that introduce candidates or authorized persons have the right to witness the vote counting and complain about the vote counting. Reporters are also allowed to witness the vote counting.

According to Minister Truong Minh Tuan, regarding press reporters on May 18, we sent an official dispatch to press agencies that wanted to send reporters to witness the election vote counting.

Accordingly, for central press agencies, send the list to the National Assembly Office Information Department before 5:00 p.m. on May 20. For local press agencies, send it to the Election Committees of centrally-run provinces and cities before May 20.

“For reporters to witness the vote counting, they must have a valid press card. In addition to the press card, they must be introduced by the press agency to witness the vote counting,” said Minister Truong Minh Tuan.

According to Minister Truong Minh Tuan, during the process of witnessing the vote counting, if any violation of the law is discovered, the candidate, representative of the agency or organization that introduced the candidate or authorized person has the right to complain or denounce according to the provisions of Article 15 of the Election Law.

“During their work, reporters must comply with the legal regulations on the press, the regulations on ballot boxes and the instructions of the election team. Do not affect the normal operations of the election team. Report news and articles promptly, honestly and accurately about the process of counting votes to contribute to the propaganda work on the election,” Minister Truong Minh Tuan requested.

Meanwhile, speaking to the press, Secretary General of the National Assembly Nguyen Hanh Phuc said that up to this point, all preparations for the election are ready.

According to Secretary General Nguyen Hanh Phuc, up to now, the National Election Council has been proactively preparing for the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term since the National Election Council and Election Committees at all levels announced the official list of candidates for the 14th National Assembly and People's Councils at all levels.

According to Secretary General Nguyen Hanh Phuc, based on documents and recommendations from localities, the National Assembly Standing Committee, the National Election Council, the Subcommittees of the National Election Council and relevant agencies have issued many documents to guide and answer questions and recommendations on election work.

To date, the National Assembly Standing Committee and the National Election Council have continued to issue 81 guiding documents and respond to agencies, localities and a number of citizens on issues related to election work.

Secretary General Nguyen Hanh Phuc said that the announcement of the official list of candidates, the establishment and posting of the voter list were directed by the National Election Council and the Election Committees of provinces and cities to be carried out in accordance with the provisions of law; the classification of voters entitled to vote for each level of People's Council deputies, and cases not allowed to participate in voting; the timely review, supplementation and updating of shortcomings related to the voter list, ensuring that the establishment of the voter list is complete, accurate and in accordance with the provisions of law. The total number of Election Teams nationwide up to now is 91,476 teams with a total of 69,265,810 voters. Currently, the Election Teams have completed the issuance of voter cards.

"The organization of campaigns for candidates for the National Assembly and People's Council is carried out in accordance with the provisions of the law on elections and the guidance of the Standing Committee of the Central Committee of the Vietnam Fatherland Front," said Mr. Nguyen Hanh Phuc.
