Professional responsibility allowance for 4 groups of subjects
Four subjects are entitled to responsibility allowance according to the decision.The list of officials recently issued by the Prime Minister includes: Enforcement Officers, Examiners and Enforcement Secretaries working at civil enforcement agencies and civil enforcement management agencies under the Ministry of Justice; Notaries working at Notary Offices.

The above responsibility allowance regime does not apply to Enforcement Officers, Examiners, and Enforcement Secretaries working at the Enforcement Offices of military regions, naval forces, general staff, and the Enforcement Department under the Ministry of National Defense.
Professional responsibility allowance is calculated as a percentage of current salary plus leadership position allowance and seniority allowance (if any).
Specifically, the 15% rate applies to Senior Enforcement Examiners and Notaries.
The 20% rate applies to Senior Enforcement Officers, Chief Enforcement Examiners, Enforcement Clerks and Intermediate Enforcement Clerks.
The 25% rate applies to Intermediate Enforcement Officers and Enforcement Examiners.
The 30% rate applies to Junior Bailiffs.
The beneficiaries of the above-mentioned occupational responsibility allowances are paid by the agency whose payroll they are on.
Professional responsibility allowance is paid with monthly salary; not used to calculate social insurance and health insurance contributions and benefits.
Time not counted for occupational responsibility allowance includes: Time spent on business trips or studying abroad, receiving 40% of salary according to the provisions of Decree No. 204/2004/ND-CP dated February 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces; time sent to study in the country for 3 consecutive months or more; time of continuous unpaid leave of 1 month or more; time of leave to receive social insurance benefits according to the provisions of the law on social insurance; time of temporary suspension from work or detention or imprisonment.
The Decision takes effect from August 1, 2012.
