Preferential allowance for people working in the performing arts field

The Prime Minister has just issued a Decision on preferential occupational allowances and compensation for people working in the performing arts sector.

Accordingly, based on the professional characteristics, training level and operational functions of each professional title in the performing arts field, beneficiaries of the preferential occupational allowance regime include:

1- Conductor of a symphony orchestra, symphony orchestra; actor of Tuong, Cheo, Cai Luong, circus, water puppetry, musical theater (Opera), ballet, drama, folk drama, physical drama; wind instrument performer.

2- Conductors of traditional choirs and orchestras; pantomime actors, folk singers, new singers, puppeteers, contemporary dancers, ethnic folk dancers, royal court dancers, variety dancers; performers of stringed instruments, percussion instruments, keyboard instruments; sound technicians, lighting technicians.

The beneficiaries of the training and performance allowance regime include those who directly participate in training, performing and serving the performance work, including: Subjects (1) and (2) mentioned above; people who direct the art performance of music and dance art programs, direct the art of stage plays; heads and deputy heads of art units and heads and deputy heads of affiliated performance troupes; people working under a contract regime and receiving salaries from the salary fund of public service units according to the provisions of law.

Career incentives include 2 levels: 20% allowance, applicable to subject 1 above; 15% allowance, applicable to subject 2 above.

Professional preferential allowance is calculated as follows: Professional preferential allowance = Basic salary x (Salary coefficient according to current rank and grade + leadership position allowance coefficient (if any) + % seniority allowance exceeding the framework (if any)) x Professional preferential allowance level.

Professional allowances are paid together with monthly salary; professional allowances are not used to calculate contributions and benefits for social insurance, health insurance, unemployment insurance and other insurance benefits.

Training and performance training regime

Also according to the Decision, the training allowance is calculated based on the actual number of training sessions, including 4 levels: 35,000 VND/training session; 50,000 VND/training session; 60,000 VND/training session; 80,000 VND/training session.

Performance allowance is calculated based on the number of performances and actual performance services, including 4 levels: 80,000 VND/performance; 120,000 VND/performance; 160,000 VND/performance; 200,000 VND/performance.

Of which, the level of 200,000 VND/show applies to main actors, main musicians, art directors of music and dance art programs, and art directors of stage plays; the level of 160,000 VND/show applies to secondary main actors, secondary main musicians, main sound technicians, main lighting technicians; the level of 120,000 VND/show applies to supporting actors, musicians, sound technicians, lighting technicians; heads and deputy heads of art units and heads and deputy heads of affiliated performing troupes; the level of 80,000 VND/show applies to backstage staff, makeup staff, costume staff, props staff, and service staff working under contract.

In case the performing artist performs concurrent duties, he/she will only receive the highest level of training and performance allowance.

The Decision takes effect from July 1, 2015.
