Quang Son Primary School was the venue for a dialogue between the government and some parents of Van Ha village on the afternoon of September 30, aiming to resolve the problem so that 49 students who were still absent from school could return to school early. The dialogue was scheduled to start at 2 p.m., but the leaders of Do Luong district, Quang Son commune and the district's Department of Education and Training had to wait until nearly 4 p.m. to officially start, because these parents refused to enter the hall and stood outside, shouting and protesting, demanding that the dialogue be held right in the middle of the schoolyard. They also declared that "if we go in there and continue to hear the word 'mobilization', we will all leave" along with many insulting and disrespectful words to the members participating in the dialogue...

This was the 6th dialogue between the Do Luong district government and some Van Ha villagers in the past year. However, finding a common voice is still very difficult, especially in the situation where some people still insist on the sole demand of opening a satellite school. All opinions and explanations about the reasons for merging schools, about the merger process or even the efforts of the school and local authorities to create the best conditions for Van Ha village children to go to school are still strongly opposed by the above parents, with the reason being that they do not have the time or financial conditions to send their children to the main school. Many parents have also expressed their concerns, such as Mr. Nguyen Ham Duong: "It's been a year, our children do not go to school, we are very heartbroken!". Nguyen Ham Dai's parents said: "If our children do not go to school, they will be a burden for the family and for society." Some parents admitted that their children do not go to school, but in the afternoon they only know how to catch dragonflies and golden apple snails... However, when it comes to merging schools so that their children can study in a better environment, they consider taking their children to school as too big a burden and because of the economy and lack of money for gas, they cannot do it.

In fact, in recent times, the authorities at all levels and the Department of Education of Do Luong district have tried their best to create conditions for students of Van Ha village to study at the main school. The road from the village to the main school has been upgraded, flattened and paved with crushed stone. Quang Son Primary School still maintains separate tutoring classes for children of Van Ha village to go to school, even though each class has only 4-5 students. In addition, with the support of the Party Committee and authorities, the school has also purchased pots, pans, bowls and chopsticks, arranged a kitchen and contracted staff to serve the children. To better organize the children's boarding, the teachers in the school have taken advantage of vacant land to grow green vegetables so that the students have clean vegetables to eat... However, those efforts and affections have not been recognized by some parents and people of Van Ha village. This was once again clearly demonstrated at the dialogue that took place on the afternoon of September 30. From beginning to end, they still insisted that the Party Committee, the government and the Education sector must "open a separate school for our children to study". The reasons they gave were still nothing new and full of contradictions. For example, in previous dialogues, they said that the school did not have a boarding school, the children were still young, the road was far away, the road was bad, their health was poor and they could not go to school by themselves, their parents were busy with work and had no time to pick them up... Now that the road has been upgraded and the school has opened a boarding school, they still strongly objected. Some people calculated carefully that "where will the 300,000 VND for gas plus the boarding money come from?", but they loudly declared "we are ready to sign a contract to hire teachers to teach at the separate school"...

According to some parents, creating conditions for Van Ha children to go to school means that the Party Committee and the government must accept the request to open a satellite school and assign 3 teachers to teach. They also give themselves the right to make unreasonable demands and requests, contrary to the Constitution and the provisions of the law on decentralization of state management, such as demanding that the Provincial People's Committee make a separate decision on Van Ha village... Therefore, the dialogue did not produce any results and the risk of 49 children in Van Ha village being uneducated still exists.

This shows that some parents in Van Ha village have not done it for their children's benefit, nor for the common good, but only because of their own bitterness, conservatism, and stubbornness. At the same time, the reasons they have given so far to prevent their children from going to school are just excuses for them to put pressure on the government. The school is there, the road has been repaired, the boarding kitchen has been deployed... but the parents still refuse to send their children to school, then no one else but themselves must take responsibility for the future of their children. If they are truly worried about their children's future, the parents of Van Ha village present at the dialogue must determine that they cannot go against the general trend, must agree with the policy to send their children to school soon. In fact, right in the Van Ha village cluster, there are parents who have overcome their circumstances to send their children to school, such as Ms. Nguyen Thi Quy, a single mother, a poor family but still rides her bike every day to take her son Nguyen Lam Huy to the main school to study like her friends...

Everyone knows that rights and obligations always go hand in hand, but through the dialogue on the afternoon of September 30 at Quang Son Primary School, it can be seen that some people and parents of Van Ha village only know how to demand rights to satisfy their own stubbornness and perverse calculations, forgetting the obligations and responsibilities of parents in ensuring their children's right to education. Higher is the obligation of citizens to comply with the policies and laws of the State and local authorities. It can be affirmed once again that, up to this point, all conditions for students of Van Ha village to go to school are ready, but whether or not they can go back to school depends entirely on the conscience and responsibility of parents. They themselves will have to take responsibility for the future of their children and no one, or any local authority, will be affected by their children not going to school as they childishly perceive.
