Hong Son Ward: High results in road maintenance fee collection

When there was a policy to collect road maintenance fees for motorbikes, his family took the lead in strictly implementing the State's regulations. Block 11, Hong Son Ward has 120 households, including 96 motorbikes subject to road maintenance fees. When the ward implemented the fee collection, it was assigned to the collection blocks, the Party Committee, and the block executive committee to organize meetings to discuss the most effective solution, because this is a new type of fee, many people do not understand. To ensure the target of collecting road maintenance fees for motorbikes assigned by the city and the ward, the block announced on the loudspeaker system, through neighborhood meetings so that people in the block understand the regulations and purposes of the road fee collection policy. The fee collection work was deployed from the residential group, and at the same time, the responsibility was assigned to each residential group. The heads of the residential group were responsible for urging, counting how many vehicles there were and classifying the toll vehicles according to regulations. The block established an inspection team, surveyed and counted the number of motorbikes according to each type of capacity.
Block 11 has collected road fees in advance for cadres, party members, and heads of mass organizations, thereby mobilizing their relatives and people to strictly implement. Thanks to good preparation and propaganda work to raise awareness among people, when the block started collecting, the majority of people agreed to do so. Therefore, in just one session, people in the block voluntarily came to pay at the block's cultural house with the amount of 13.3 million VND, reaching 81%. Through the declaration of the people compared with the inventory of the block, the officials of Block 11, Hong Son Ward resolutely collected the vehicles that had not paid the fee to ensure fairness. In Block 6, there are 126 households with 86 motorbikes that have to pay the fee. In order for people to implement the policy, the way the block does it is to send reputable officials to count the number of motorbikes in the area, at the same time propagate and explain thoroughly and fully so that people can understand the policy. According to Mr. Ho Huu Khuong - Secretary of Block 6 Party Cell: "The Party Cell has a Resolution on directing the collection of road maintenance fees, in which the role of cadres and party members is promoted. At the same time, the collection is organized and receipts are recorded fully for the fee payers so that people can see the respect. As a result, in 2014, the block collected 14 million VND in road maintenance fees."
The characteristic of Hong Son ward is that it is a complex area, with a high proportion of business and trading households. This is one of the wards that balances its budget in Vinh City. Therefore, the ward clearly identifies that tax collection and meeting targets is one of the top priorities. The Party Committee focuses on leading and directing the management of tax and fee collection in general, and road maintenance fees in particular, considering this a common responsibility of the entire political system in the area. Therefore, in order for people to understand correctly and fully about paying road maintenance fees, right from the time of receiving documents related to road maintenance fee collection for motorbikes, the Party Committee of the ward organizes meetings to deploy the work to the Party cells and residential groups.
In that spirit, the ward focuses on promoting the proactive leadership and direction of the Party Committee, the close coordination of the government and the mass organizations. The Party Committee assigns cadres and party members to determine responsibilities and assign specific targets to each Party cell. Every month, it is reviewed in the Party Committee's executive committee meeting. The forms on collecting taxes and funds all have a summary report on the situation and are made public, including evaluation criteria and emulation classification to encourage units to do well and urge units that do not do well. From that result, analyze difficulties, advantages and propose collection solutions, and the list of motorbikes in the area that have not paid fees is provided to the ward leaders and cadres. At the same time, mass organizations such as the Youth Union, Women's Union, and Veterans' Union review the list of members to have measures to mobilize. The ward also established a monitoring team in the residential groups. Thereby, promptly correcting and drawing experience from the existing problems in each residential group. Thanks to that, in 2014, the ward collected 95.6 million VND in road maintenance fees for motorbikes.
