(Baonghean) - In the 2015 - 2020 term, identifying economic development as the key task, the Party Committee of Hung Binh Ward (Vinh City) has closely followed the city's economic development programs and projects and the Resolution of the Ward Party Congress to focus on leadership.

In the face of many difficulties, the average economic growth of the ward during the past term still reached more than 8%. The production value in the area increased from more than 1,000 billion VND in 2010 to 1,500 billion VND in 2014, estimated at 1,609 billion VND in 2015. In 2010, the average added value per person/year was only 32 million VND, by 2015 it reached nearly 70 million VND/person. The economic structure shifted in the right direction, services were identified as an advantage, so the Party Committee directed the launching of emulation movements to get rich legitimately, creating conditions for bank loans, business to create jobs. Therefore, compared to the beginning of the term, the number of individual business households increased from 1,637 households in 2010 to 1,730 households in 2015; The garment, fashion, food, hotel, electronics industries... have initially formed specialized streets; the number of enterprises has increased by 293 units. Although the value of industrial and construction production has shrunk in absolute terms, the value has still increased, in 2010 it only reached over 390 billion VND, by 2014 it reached 580 billion VND, and by 2015 it is estimated to reach 610 billion VND. By 2015, the estimated budget revenue in the ward will reach nearly 10 billion VND...

Along with that, the Ward Party Committee has always proactively focused on leading and directing the management of urban order, traffic safety and environmental sanitation, considering this a regular and important task. Therefore, based on the motto of the State and the people working together, many roads and ditches have been invested in construction and upgraded; the lighting system for roads of 12m or more has been invested in and installed such as the routes: Van Duc Giai, Nguyen Xuan On, Doc Thiet, Ho Sy Duong...; the people have also invested in installing lighting equipment on 80% of the internal roads. The drainage system has basically met the needs of drainage and localized flooding. At the same time, the ward focuses on prioritizing construction capital for unfinished and key projects; creating conditions for a number of projects to be adjusted in accordance with the general planning, and implemented in the area on schedule. During the term, Hung Binh has invested in and completed 18 projects with a total value of nearly 29 billion VND. People have also contributed more than 12 billion VND to build concrete roads, ditches, sidewalks and purchase assets for cultural houses, school facilities, electricity systems, clean water, etc.

Land management in the area has been carried out seriously and achieved quite good results. Up to now, the ward has basically issued land use right certificates to households and individuals, reaching 99.36%; issued land use right certificates to agencies and organizations in the area for 54/104 plots. With the participation of methodical management, reasonable investment in construction, and timely mobilization of people's strength, the urban appearance of Hung Binh is increasingly civilized, clean, beautiful, and modern.

Economic and urban infrastructure developments have created a foundation to not only improve living standards but also the quality of life for the people. The number of poor households at the beginning of the term accounted for 1.4%, now the rate of poor households has decreased to 0.47%; near-poor households are only 1.21%; the rate of cultural families annually reaches over 92%, 13/17 residential blocks are recognized as cultural units; 56 civilized alleys are recognized. The quality of education has been improved, the rate of excellent and good students is increasing, the rate of students passing the university and college entrance exams is on average over 160 students per year. The ward has firmly achieved the standards of universalizing lower secondary education, universalizing primary education at the right age and universalizing preschool education for 5-year-old children. 2/3 of the schools meet national standards, and the preschool has been awarded a Certificate of Merit by the Prime Minister.

Thus, in the 2010 - 2015 term, Hung Binh ward basically created a good economic development; social issues were cared for and had positive changes, people's lives were improved and raised; national defense and security were maintained, social order and safety were ensured. Behind those successes, the core role of grassroots party organizations, cadres and party members was effectively promoted, being the source of strength, consolidating the spirit of solidarity to join hands in building the locality. This was demonstrated in the party building work in the past term: every year, the ward Party Committee had over 90% of party members qualified to complete their tasks well or better; the number of party cells achieving the title of Strong Party Cell was over 90%, with no weak party cells. The Party Committee was continuously recognized as a Strong Party Cell, in 2012, 2013, 2014, the City Party Committee honored it as an exemplary Strong Party Cell.

Entering the 2015 - 2020 term, as a central ward of Vinh City, Hung Binh Ward is aware of its role and high responsibility in the common development goal. Promoting the achievements and experiences in the past term, in the spirit of solidarity - democracy - creativity, determined to make a breakthrough in building a rich and civilized ward. Accordingly, the average growth rate reaches 10 - 11%/year; striving to turn the ward into a commercial and service center of the city. By 2020, the average income per capita will reach 86 million VND, the total budget revenue will reach nearly 14 billion VND.

Applying the above budget support mechanism to focus on prioritizing capital allocation for moving and building Hung Binh Secondary School at the new location and some other key projects, in order to continue building an increasingly civilized and modern urban appearance. The Party Committee continues to maintain the title: Clean and strong. The government, the Fatherland Front and mass organizations are Strong and excellent. 100% of Party cells have completed their tasks well, with no weak Party cells; over 80% of Party members have completed their tasks well or better. From there, the goals and targets set by the 9th Party Congress of the Ward have been achieved; Hung Binh Ward has been increasingly rich and civilized. Worthy of being an excellent strong ward of the Red City.
