Promoting the strength of being the central ward of Vinh City, in recent years, the Party Committee and the government of Quang Trung Ward have focused on directing comprehensive and solid economic development. The highlight of Quang Trung Ward is the formation of bustling specialized streets for bicycles, motorbikes, cars, electronics, refrigeration, financial centers, banks, commerce, sports goods streets, commerce, hotels...

The commercial and service areas have developed rapidly, the bustling traffic of buyers and sellers has created a highlight for the city's commercial center. Since then, the economy in the ward has basically maintained stable development, with an average growth rate of 8.2% for the entire term; the average income per capita/year is estimated to reach 86.30 million VND by the end of 2015. The economic structure has shifted in the right direction, positively with the proportion of services and trade increasing from 51.9% to 60.7%; industry - construction decreasing from 48.1% to 39.3%. The economy has developed, people's lives have improved, the rate of well-off and rich households has increased rapidly, and poor households have decreased to 0.54%.

The Party Committee and the People's Committee of the ward create conditions for investment projects to operate effectively, attract many local workers; mobilize maximum capital sources, create policy mechanisms, and legal corridors for many households, private companies, limited liability companies, and production and business establishments to develop. The number of production and business households in the area increased rapidly: enterprises increased from 132 enterprises with 5,400 employees in 2010 to 156 enterprises with 8,416 employees in 2015, contributing to the overall development of the ward with a total production value increasing sharply from 4,868.4 billion VND in 2010 to 13,881 billion VND in 2015. The number of individual production and business households increased from 1,079 households in 2010 to 1,250 households in 2015, bringing individual production and business revenue from 382 billion VND in 2010 to 562.7 billion VND in 2015, the number of individual production and business workers increased from 1,524 people in 2010 to 1,760 people in 2015, contributing to accelerating the local budget collection with a total budget revenue of VND 3,868.4 billion in 2010 to 1,881 billion in 2015. This figure during the term is estimated at 69.39 billion/52.77 billion VND.

One of the tasks that Quang Trung Ward focuses on leading and directing is urban order management. The Ward proactively coordinates with the city's departments and offices to effectively carry out planning and planning management; publicize and solicit public opinions on the implementation of the planning for renovation of apartment buildings, strictly manage the boundaries and landmarks of 8 planning projects, functional subdivisions, traffic routes, especially the planning for renovation of Quang Trung apartment building and planning of old collective housing areas.

Implementing Directive No. 05 of the City Party Committee on "Strengthening the leadership of Party committees at all levels in the management of urban order and environmental sanitation"; the ward includes the management of urban order and environmental sanitation in the set of regulations, rules and annual work programs; regularly promotes propaganda, mobilization, inspections and handling of violations. Effectively launching and maintaining self-management models on urban order and environmental sanitation, green - clean - beautiful roads, "green Sunday" movements...

The ward focuses on investing in building physical facilities and technical infrastructure to create an increasingly prosperous urban appearance. During the past term, the ward has started 43 projects and completed 38 projects, including many meaningful projects such as: opening Le Khoi Street, planned road No. 6, drug rehabilitation house, renovating cultural houses of all blocks and building 4 new classrooms of primary schools and some items of 6 schools... with a total investment of 34.71 billion VND, of which mobilizing internal resources from the people to build technical infrastructure and social infrastructure reached 7.521 billion VND. Along with that, the management of construction order and urban order has been rectified and gradually improved.

Culture and society have many positive changes. Implementing Resolution 06 of Vinh City Party Committee on "Building and developing urban culture", the whole ward has built 4 civilized alleys, 7 green - clean - beautiful roads. The Party Committee has directed the government to coordinate with the Fatherland Front and people's organizations to focus on solutions to improve the quality of cultural blocks, cultural families, civilized alleys; the average annual rate of cultural families reaches 90%, with 11/15 cultural blocks. The mass cultural and sports movement has developed strongly.

Identifying investment in education as investment in resource development and human development in the most effective way. Up to now, 100% of schools in the ward have achieved the title of cultural unit, completing the target of building 100% of national standard schools at level I, of which Quang Trung 1 Kindergarten has achieved level II standards; Quang Trung 2 Kindergarten, Binh Minh and Secondary School have been directed to build key schools of the city. The work of encouraging learning, encouraging talents, and community learning has been effectively promoted. National health programs and targets and primary health care for the people have been well implemented.

The Party Committee issued specialized resolutions and seriously implemented population policies. The ward leaders and organizations in the ward and block political system took good care of the policy work and the meritorious people. Political security and social order and safety were maintained. Administrative reform at the grassroots level was always identified as a key task of the Party and the ward government. The ward People's Committee built a "one-stop" transaction center to focus on handling administrative procedures, creating many favorable conditions for people when coming to the ward to transact.

The ward Party Committee has always paid attention to building a strong political system and a strong contingent of cadres in both quality and capacity. Regularly innovate and improve the Party's leadership methods, the capacity and management of the government, and promote the role of political and social organizations. During the term, 35 new party members were admitted. Currently, the ward has 524 party members operating in 25 party cells, in addition to more than 400 incumbent party members operating at their place of residence. All party cell committees have promoted their leadership strength, successfully completing socio-economic, national defense and security targets. For 5 consecutive years, the Party Committee has maintained the title of "Clean and Strong".

The achievements of the past term are an important premise for the Ward Party Committee to firmly enter the new term, creating new momentum and strength for the locality to continue to successfully implement the goals set out in the Resolution of the Ward Party Congress for the 2015-2020 term. In the immediate future, the Quang Trung Ward Party Committee will continue to lead the ward to accelerate the pace of socio-economic development. Create favorable conditions for the investment environment; focus on site clearance to deploy commercial centers, banks, representative offices; expand trade, ensure security and order for businesses and households to develop the economy. Promote advantages, continue to maintain, develop and expand specialized streets on routes such as Quang Trung, Thai Phien, Phan Chu Trinh, Le Khoi, Hong Bang... to soon turn the ward into a commercial and service center of the city.

On the basis of Decision No. 52/QD-TTg of the Prime Minister on "Adjusting the Master Plan of Vinh City, Nghe An Province to 2030, vision to 2050", the ward focuses on directing the review to develop a plan to propose approval of the adjustment of the functional zoning plan of the ward. In particular, well implement Directive 05 of the Vinh City Party Committee on urban order management and environmental sanitation. Well implement Resolution 06 of the Vinh City Party Committee and the movement "All people unite to build a cultural life in residential areas".
