Quynh Xuan Ward (Hoang Mai Town): Towards a model urban unit

(Baonghean) - Quynh Xuan Ward Party Committee is the unit that holds the first Congress of the 2015-2020 term of Hoang Mai Town. Careful preparation for the congress is focused on, especially the assessment of the actual results of the implementation of the Resolution of the 27th Commune Party Congress, term 2010-2015; from there, set out the right goals and tasks in the new term to strive to achieve and surpass, keeping pace with the prosperous, model urban area.

During the past term, the average economic growth rate of Quynh Xuan ward was 13.5%; the production value in 2015 was estimated at 314.99 billion VND, double that of 2010; economic sectors developed evenly, shifting the structure towards reducing the proportion of agriculture - forestry and gradually increasing the proportion of small-scale industry and services. Thanks to the good promotion of internal resources, social investment capital increased rapidly; the average income per capita reached 21 million VND/year, 1.75 times higher than at the beginning of the term; the poor households were only 5.2%...

Small-scale industry has developed more and more vigorously with 52 companies, enterprises and many production groups and households established, contributing to creating jobs for local people. The ward has mobilized 35 billion VND, of which people contributed 30% to upgrade the electricity system, roads, schools, pumping stations, clinics, clean water plants, etc. to meet the new criteria. With a favorable location for trade, the ward focuses on developing trade and services; the whole ward has 311 large and small cars participating in transportation services. With an outstanding loan balance of about 90 billion VND each year, the Quynh Xuan Ward Credit Fund is a strong support for people in mobilizing loans for economic development and poverty reduction.

The education - training and culture - information sectors of the ward have many positive changes. The quality of teaching, the number of excellent teachers, excellent students and the number of children entering universities and colleges have increased every year; facilities for education and health have been strengthened and standardized; the whole ward has 9/16 blocks, units and 84.4% of families achieving cultural titles; national security and social order and safety have been maintained. The people of the ward donated nearly 40,000 m2 of residential land, garden land and demolished nearly 85,000 m2 of surrounding walls and auxiliary works for the ward to widen the streets from 6m to 9m; built 2 km more of concrete roads; after National Highway 1 was completed, people renovated their houses to meet the requirements of urban aesthetics...

In the field of building the political system, one of the most prominent initiatives of the Ward Party Committee for the 2010-2015 term was to implement the policy of building a Support Fund for Party members with a badge of 50 years of Party membership or more who do not enjoy any benefits from the budget. From voluntary contributions of Party members, over 4 years, the fund has mobilized 71.44 million VND and has provided subsidies (180 thousand/month) for 2 cases, which has a great spiritual encouragement effect on Party members with many contributions. In addition, special attention is paid to the work of planning and training of cadres, promptly replacing weak cadres; strengthening inspection and supervision work; linking mass mobilization work with government building, building community solidarity...

Based on the objectives set out in the Congress Resolution, right from the beginning of the term, the Party Committee identified each key program. To preserve the environment and protect people's health, the ward developed a project on ensuring environmental sanitation, building sanitary and standard auxiliary works; a project on intensive investment to achieve an income value of 100 million VND/ha of cultivation. In particular, since Hoang Mai was separated into a town, Quynh Xuan ward has issued a project to strengthen the prevention and control of social evils; a program to continue consolidating the political system of the educational region...

The ward has also basically completed the conversion and accumulation of land according to Directive No. 08 - CT/TU to facilitate site clearance and expansion of intra-village and intra-field traffic according to the NTM criteria; built to meet national standards on healthcare in phase 2; completed a number of basic infrastructure works such as Dai Xuan Cooperative Pumping Station to bring water to a height of 26.5 m to irrigate 174 hectares of land in difficult areas; completed phase 3 of the clean water plant to ensure clean water for more than 2,700 households; completed the construction of a standard kindergarten, expanded the 12m wide inter-commune road to block 15, completed the traditional house of the Party Committee and people of the ward...

Based on the results achieved in the previous term, Quynh Xuan Party Committee set a goal of strongly shifting the economic structure of industry, handicrafts - agriculture and services, tourism, accordingly, the economic structure of agriculture, forestry and fishery must be reduced to 15% while trade, services and industry, construction must increase to 45% and 40% respectively; determined to mobilize all resources to achieve an average growth rate of 13 - 15%/year; strive to bring the production value to over 100 million VND/ha/year. For the political system, the ward Party Committee and over 50% of Party cells strive to achieve and maintain the title of clean and strong; the Front and mass organizations always excellently complete their tasks, eliminating the blank block without Party cells.

Regarding specific goals, in the coming term, Quynh Xuan will implement 5 key programs: Promoting administrative reform, mobilizing internal resources, attracting external resources to build infrastructure; promoting vocational training associated with job creation in the new period; strengthening urban planning and construction; implementing population and family planning work well, reducing the rate of third children; further improving the quality of education, bringing the rate of trained workers to over 50%...

To realize the above goal, the Ward Party Committee also proposed solutions to implement from now until 2020. Believing that with the Party Committee's tradition of many years of being clean and strong, always taking the lead in the cause of innovation and the youthfulness of the new administrative unit, the Quynh Xuan Ward Party Committee will continue to be more united, determined, striving to build the ward more and more prosperous, worthy of being a model urban unit of the young town of Hoang Mai.
