On October 10, 2014, Vinh Tan Ward People's Committee issued Official Dispatch No. 123/UBND-VP directing the Urban Rules and Order Team, the executive committees of the blocks: Cong Hoa, Tan Hoa and Tan Phuong to implement the following contents:

Urban Order and Rules Team:

- Advise on plans and coordinate with Nghe An Urban Environment One Member Co., Ltd. to collect construction waste illegally dumped along the Vinh River dike as reported by the people. Implementation time is before October 30, 2014. Up to now, the team has coordinated with Nghe An Urban Environment One Member Co., Ltd. to collect construction waste dumped by people in violation of regulations.

- Plan, organize forces to be on duty, inspect, detect and handle organizations and individuals illegally dumping construction waste along the Vinh River dike in Vinh Tan ward.

- Assign specialized local management staff to regularly inspect, promptly detect and advise on handling organizations and individuals who dump waste in violation of regulations in the ward.

Executive Committee of the blocks: Cong Hoa, Tan Hoa and Tan Phuong:

Coordinate with the Front and mass organizations of the bloc to propagate and mobilize organizations and individuals not to dump waste along the Vinh River dike; encourage people to detect, prevent and promptly report to the Ward People's Committee when organizations and individuals dump waste in violation of regulations.
