QK 4: Draft Ordinance on QNCN and Workers and National Defense Employees
(Baonghean.vn) - On April 16, 2015, the Military Region 4 Command held a workshop on the Draft Ordinance on Professional Soldiers (QNCN) and Defense Workers and Employees. Major General Dang Trong Quan, Deputy Commander and Chief of Staff of the Military Region chaired the workshop.

The Draft Ordinance on Professional Soldiers and Defense Workers and Employees is structured into 7 chapters and 46 articles. This will be a complete and rigorous legal basis to meet the requirements of building and improving the quality of the professional soldier and defense worker team, contributing to building a revolutionary, disciplined, elite, and gradually modern People's Army.

Pursuant to Official Dispatch No. 2175/BQP-PC dated March 20, 2015 of the Ministry of National Defense on providing opinions on the Draft Ordinance, the Military Region 4 Command organized working groups to conduct surveys at 6 units, collecting opinions from 1,626 officers, professional soldiers, and defense workers on the highest age of active service; on the policies and regimes of professional soldiers, defense workers, etc.

Based on the organization of collecting comments at the grassroots units, the delegates attending the workshop focused on analyzing, evaluating, and clarifying many important contents mentioned in the Draft Ordinance related to the characteristics of each type of unit, especially giving key opinions and specific items on: Service regime of professional soldiers (subjects, conditions for selection of professional soldiers; maximum age limit of professional soldiers serving in active service; termination of active service; maximum age limit for service in the reserve force of professional soldiers). Service regime in the army's regular force for defense workers and employees and regimes and policies for professional soldiers and defense workers.
Through the workshop, the standing agency of the Military Region will synthesize opinions to report to the Ministry of National Defense to continue completing the Draft Ordinance to submit to the Government and the National Assembly Standing Committee for approval in the coming time.
