Lieutenant General Nguyen Huu Cuong - Commander of Military Region 4, Chairman of the Military Region's National Defense and Security Education Council chaired the conference.

In 2012, the National Defense - Security (NDS) education work was organized and implemented by the Party Standing Committee, the Military Region 4 Command, local Party committees, authorities, and the National Defense - Security Education Councils at all levels and had many positive changes. The activities of the National Defense - Security Education Councils at all levels were organized and had practical effects, the work of fostering knowledge of NDS - Security for the subjects was focused on both quantity and quality.

Notably, the Standing Committee of the Military Region 4 Defense and Security Education Council has actively directed the Provincial Defense and Security Education Councils to advise the Provincial Party Committee and Provincial People's Committee to mobilize cadres of category 2 to participate in training courses on defense and security knowledge at the Military Region 4 Military School and the three provinces of Nghe An, Thanh Hoa and Quang Binh. 2012 was the first year that category 2 basically completed the target (reaching 99.5%), with Nghe An province alone achieving 106.5%.

In 2012, the entire Military Region organized 989 training classes on national defense and security for more than 80,000 students of all subjects, and organized 3 "Military Semester" classes for more than 200 students. In 2012 - 2013, the entire Military Region had more than 300 high schools organizing teaching according to the program distribution, 12 combined schools, 5 concentrated schools and 41 vocational secondary schools, vocational secondary schools, more than 50 colleges and universities organizing learning according to the school's program plan.

In 2013, the Military Region 4 Defense and Security Education Council continued to disseminate Directives, Decrees, Regulations, and guiding documents on Defense and Security work from higher levels to cadres at all levels, sectors, and the entire population. The Military Region continued to innovate the content and methods of knowledge training for all subjects, meeting the requirements of the task of building and protecting the Fatherland in the new situation.
