As of January 1, 2012, Nghe An has over 106,212 hectares of rice land, the average rice land area per capita is 0.04 hectares (higher than the national average). In the period from 2000 to 2012, the rice land area of our province decreased by 4,465.96 hectares. With the goal of strictly managing the province's rice land fund, ensuring food security associated with the socio-economic development goals, national defense and security in the area, and at the same time associated with policies to protect, manage and develop rice land, the Planning determines that by 2020 the rice land area will be stable at 96.1 thousand hectares (a decrease of nearly 10,500 hectares compared to present) and oriented to continue to decrease by 3,530 hectares by 2030, stabilizing at 92.3 thousand hectares; Delineate the planning area for high-tech rice cultivation of about 8,400 hectares in 2020 and 28,000 hectares in 2030. At the same time, convert rice land to other purposes and vice versa to create harmonious development in agriculture and rural areas, promote industry and services on the basis of effective use of rice land resources.
After listening to the comments of relevant departments and agencies, comrade Dinh Viet Hong stated: In order to effectively implement the Rice Land Use Planning in the coming years, all levels and agencies need to study and propose solutions to promptly respond to climate change and improve efficiency in rice production. Focus on developing specific solutions on propaganda; science and technology solutions; reclamation to expand the rice growing area and convert other rice land into specialized rice growing land; solutions on building infrastructure for production; responding to climate change; developing the rice market and solutions on policy mechanisms. He also requested the Department of Agriculture and Rural Development to absorb comments from relevant departments and agencies to supplement necessary contents to complete and approve the Rice Land Use Planning of Nghe An province until 2020 and taking into account the year 2030./.
