The mini apartment building is located in Tan Hoa block of Ha Huy Tap Ward, Vinh City, the investor of this project is Tay Linh Private Enterprise. The apartment building has 12 floors with 43 apartments, started construction in the first quarter of 2010, then handed over to the owners in the second quarter of 2011. Most of the apartments have an area of ​​over or under 60m2, the selling price (when it was first put into use was 8-9 million VND/m2), and is located in the central residential area, so low-income families can easily choose. Ms. Nguyen Thi Tam, apartment 504, said: "I live in Thanh Chuong and have been taking care of my grandchild for nearly 4 months now, I feel comfortable here."

In the role of a home buyer, through conversation, I learned that most of the apartment owners came here from Thanh Chuong, Tan Ky, Yen Thanh, Vinh City and have stable jobs. However, although located in a residential area of ​​the block, the issue of security and order management, visitors coming and going in this apartment complex is still lax, and monitoring and recording are sketchy. The management responsibility between the user and the owner of the apartment complex is right on the apartment purchase contract from the beginning but has not been strictly implemented.


Phan Tat Thong Street, in Block 10, Ha Huy Tap Ward, has the Vinaconex 20 mini apartment complex. The investor of this project is the Project Management Board of Vinaconex 20 Mechanical and Construction Company. The apartment complex has just been put into use for nearly a year, including 5 floors, 31 apartments. The apartments have an area of ​​33-72m2/apartment. Through research, over 50% of the households living in this collective apartment complex are workers of Vinaconex 20 Mechanical and Construction Company, the rest are households from wards in Vinh City. Most of the households go to work during the day, and only gather at night, including visitors, so it is sometimes difficult to manage. Research from many people around shows that due to the limited land and many people living there, it is noisy at night and there have been cases of vehicle theft in the apartment complex.


Talking with Mr. Nguyen Huy Lan - Director of the company, it is known that this apartment building was renovated and used from an old collective housing area. Currently, the payment to the construction contractor has not been completed, so the handover has not been completed. This is the time when the investor is implementing the circular decision of the Ministry of Construction on the management and preservation of assets and works of the apartment building (first year of use). In the coming time, the Management Board will complete the procedures and related documents to report to the police agency to contribute to promoting security and order, population management...


Directive 05- The Provincial Party Committee issued clearly stated: "Do not implement high-rise apartment projects in densely populated areas and narrow roads". However, many mini apartment buildings in Vinh City are built in alley residential areas, directly affecting the lives of the entire residential area in the ward and commune in general.


Mr. Tran Quang Lam - Chairman of the People's Committee of Ha Huy Tap Ward, said: Because the government has not received reports on business activities and documents related to business entities according to regulations, administrative management of people, ensuring security and order, environment as well as fire prevention and fighting work in mini apartment buildings is very difficult. For a long time, the ward has only assigned the police force to inspect and grasp the situation of basic procedures of households such as ID cards, temporary residence cards, and temporary absence cards.

In the coming time, to do a good job of administrative management as well as ensure the rights and obligations of citizens, the ward will be responsible for reporting to the city and the urban management department to establish a specific inspection team at mini apartment buildings in residential areas. Of course, the cooperation from the people, investors, apartment owners and departments is a very important task.
