This is one of the notable contents of the Resolution of the regular Government meeting in August 2016 that has just been announced.
Accordingly, the Government requested the Ministry of Labor, War Invalids and Social Affairs to coordinate with ministries and agencies directly managing secondary and college schools to urgently direct the implementation of autonomy in the vocational education system to quickly reduce administrative intervention by the managing ministry and provincial People's Committees.
The resolution also stated: “The Ministry of Labor, War Invalids and Social Affairs urgently completes the draft resolution regulating conditions for investment and operation in the field of vocational education. The Ministry of Education and Training urgently completes the draft resolution regulating conditions for investment and operation in the field of education.”
Previously, in November 2014, the National Assembly voted to pass the Law on Vocational Education. However, the question of which ministry will manage vocational education remains open, as neither the Ministry of Labor, War Invalids and Social Affairs nor the Ministry of Education and Training received more than half of the votes to take on this role.
The decision on the governing body of vocational education was then postponed by the Government until the next term.
Last June, the Ministry of Education and Training sent a document to the Prime Minister requesting that the Ministry take charge of managing the education system from preschool to postgraduate level, including vocational education.
