Managing and using cement resources for rural roads for the right purposes
On the morning of July 30, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Provincial Party Committee's Standing Committee met to discuss and give opinions on the adjustment of the planning of Vinh City Central Park; the results of the first phase of cement loans for rural roads, the second phase plan and a number of other important contents.
(Baonghean.vn) -On the morning of July 30, under the chairmanship of comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Provincial Party Committee's Standing Committee met to discuss and give opinions on the adjustment of the planning of Vinh City Central Park; the results of the first phase of cement loans for rural roads, the second phase plan and a number of other important contents.
According to the report of the Provincial People's Committee, the purpose of Trung Long Joint Stock Company (investor) requesting to adjust the planning of Vinh city's central park this time is to increase games and services to attract visitors to the park to meet the needs of entertainment, recreation and relaxation for the people as well as create a highlight of landscape architecture in the city center.
The adjustment will focus on 43 architectural works, including 26 new planning applications and 17 applications for renovation, upgrading or change of planning location. The total construction area of the project is 23,773m2, the construction density of the entire park is 9.2% (the old construction density is 8%) with a total estimated investment of 350 billion, the investment progress is divided into two phases lasting from 2013-2018.
After listening to the comments of the Standing Committee members, concluding this content, comrade Ho Duc Phoc said that adjusting the planning is an objective need but must ensure the goal of building an ecological park, meeting the entertainment needs of the people.
During the adjustment process, it is not recommended to build some items such as the skytrain system, animal breeding area, physical training area, wooden houses by the lake, rest huts, houses displaying dynasties' relics, restaurants, etc. If the investor feels that the business is not effective, he can return the land to the province to receive compensation for site clearance, the province will create conditions for the investor to develop in other more suitable places.

During the meeting, the Provincial Party Committee listened to and gave opinions on the results of implementing the cement loan policy to support districts in building roads in the first phase.
Accordingly, by the end of June 2013, 19 districts had received 89,252 tons of cement, completing 511.24km of rural roads. The total cost of cement purchase and transportation was 128,539 million. The total amount owed for the first installment was 75,329 million VND.
Currently, the districts continue to propose the province to support 217,593 tons of cement to build 1,146km of rural roads in the second phase with a total cost of 290,471 million VND. Concluding this content, the Provincial Party Secretary highly appreciated the effectiveness of the cement loan program for building rural roads in recent times.
Regarding the second plan to support cement for road construction, he requested that localities must manage and use cement for the right purpose of building rural roads, strictly prohibiting its use for field traffic or other purposes. If it is used for the wrong purpose, the Chairman of the People's Committee of the district, city or town must take responsibility.
The Provincial Party Secretary noted that the Department of Transport should not limit the width of rural roads to 3.5m, but let localities proactively build according to actual conditions on the basis of people's consensus.
