According to the report of the Department of Home Affairs, the province currently has 68 administrative agencies; 1,861 public service units; 337 associations and funds at the provincial, district and communal levels. The total number of staff and civil servants in administrative agencies in the province is 3,591 (1,906 at the provincial level and 1,685 at the district level); 59,060 civil servants and public employees in service units, associations and funds; 10,445 communal-level staff and civil servants; 1,279 self-funded contract workers; 4,327 labor contracts outside the staff quota signed by heads of units. In recent years, the Provincial People's Committee has paid great attention and issued many documents related to the organization of the apparatus, recruitment, attraction, use and management of cadres, civil servants and public employees, ensuring increasingly effective, strict and improving the quality of the cadres, civil servants and public employees.

However, in the past, the civil servant recruitment exam was mainly assigned to the units using civil servants to create specialized subject exam questions, leading to easy information leakage, lack of objectivity, affecting the quality of civil servant recruitment. The situation of organizing and signing contracts not in accordance with state regulations is happening in many sectors and districts, especially in the education and training sector, leading to a surplus of thousands of teachers. Every year, the whole province has nearly 20,000 university graduates, while the recruitment demand each year is approximately only 200 civil servant targets and 2,500 public employees; for businesses in the province, the recruitment demand is not much. Concluding the meeting, Comrade Nguyen Huu Lam highly appreciated the direction of the Provincial People's Committee on the organization of the apparatus, civil servants and public employees in the past time. At the same time, he suggested that the Provincial People's Committee should have solutions to recruit qualified staff to become civil servants and public employees, ensuring the rights of employees. Continue to research and propose solutions to rectify the situation of contracts at departments, district levels and public service units; along with that, resolve the current number of contracts. Pay attention to reforming the annual payroll assignment process to units in a timely and faster manner, creating favorable conditions for units. Strengthen the payroll management of universities and colleges; strengthen the inspection and examination of the recruitment, use and management of cadres, civil servants, public employees and workers in administrative agencies and public service units.
