(Baonghean.vn) - To prepare for the 4th session of the 16th Provincial People's Council, this afternoon (April 12), the Provincial People's Council's Legal Committee had a working session with the Provincial People's Committee on the regime and policies for part-time workers at the commune, hamlet, block, and village levels in the province.
Attending the meeting were comrades: Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Nguyen Huu Lam - Member of the Provincial Party Committee, Head of the Organization Committee, Head of the Legal Committee of the Provincial People's Council, and representatives of provincial departments and committees of the Provincial People's Council.
Nghe An currently has 480 administrative units at commune, ward and town levels and 5,842 hamlets, blocks and villages with a large number of non-professional staff. Of which, the commune, ward and town level is 9,638 people; the hamlet, block and village level is 17,526 people.
Comrade Le Xuan Dai spoke at the meeting.
In recent years, policies for part-time workers at the commune, hamlet, block and village levels have been implemented in accordance with the payment capacity of the local budget. The Provincial People's Council issued Resolution No. 14/2010 dated July 10, 2010 promulgating regulations on the number and payment levels for part-time workers at the commune, hamlet, block and village levels. This Resolution has motivated and encouraged part-time workers to work with peace of mind, strive to complete their assigned tasks well, and contribute to building a strong grassroots government.
However, these policies still have many shortcomings, the allowance levels for some positions are still low, not suitable for the assigned responsibilities. To ensure the policies for part-time workers at the grassroots level, it is necessary to standardize the positions; add some positions that are entitled to allowances; and increase the allowance levels for these subjects. The Provincial People's Council requested the departments, branches and the Provincial People's Committee to promptly complete documents related to the policies for part-time workers at the commune, hamlet and block levels, and submit them to the Provincial People's Council at the next session.
