This morning (June 26), the Ministry of Home Affairs held a conference to review the pilot project to select 600 outstanding young intellectuals with university degrees to become Vice Chairmen of People's Committees of communes in 63 poor districts.
Approved by the Government in January 2011 and started in April 2011, the Project aims to achieve three objectives: increasing qualified human resources to help localities develop; creating a source of young cadres; and contributing to perfecting mechanisms and policies on young civil servants.
The project attracted thousands of young intellectuals and received more than 1,700 applications. Through selection and screening, the Project Management Board (MB) selected 580 young intellectuals for the position of Vice Chairman of the Commune People's Committee.
The project received attention and support, and was assessed by Party committees, authorities and people as a correct policy and suitable for the socio-economic development practices in communes of poor districts.
Need to create more favorable conditions for young cadres
Speaking at the Conference, Prime Minister Nguyen Tan Dung acknowledged and praised the efforts of the Ministry of Home Affairs and relevant localities in the process of organizing and implementing the Project. The implementation of the Project has practical significance in contributing to training, creating a source of cadres, improving the quality of cadres who have matured from practice at the grassroots level. The Project also contributes to building a policy mechanism on cadres and transferring cadres.
Affirming the achieved results, Prime Minister Nguyen Tan Dung also pointed out the shortcomings and limitations that need to be overcome in the process of implementing the Project, specifically, many team members are not fluent in the languages of the ethnic minorities where they work, lack practical experience, experience in handling work, and are not proactive and bold in advising the Party Committee and government...
To promote the achieved results and overcome the above limitations and weaknesses, Prime Minister Nguyen Tan Dung requested ministries, branches, Party committees and authorities at all levels... to focus on disseminating and thoroughly educating cadres, civil servants, Party members and people about the goals, requirements and significance of the Project; creating favorable conditions for Project members to complete their assigned tasks.
“Creating favorable conditions not only in terms of accommodation and food but also in terms of guidance, assistance, and work assignment for the Project team members to complete their assigned tasks, contributing to the overall socio-economic development achievements of the locality,” Prime Minister Nguyen Tan Dung emphasized.
Sharing the difficulties of the Project team members, Prime Minister Nguyen Tan Dung hopes that the Project team members will continue to promote the achieved results, promote the spirit of youth volunteers; be proactive and creative, stick to the locality and tasks; be diligent, hard-working, exemplary, take the lead in work; stand side by side with the Party Committee, government and people at the workplace; constantly practice, cultivate morality, be modest, overcome difficulties in the process of implementing political tasks in the locality.
Prime Minister Nguyen Tan Dung requested the Ministry of Home Affairs to coordinate with ministries, branches and localities to continue reviewing and supplementing policies and regimes for Project team members. Localities should pay attention to expanding this model so that more and more young intellectuals can volunteer to work in disadvantaged areas of the locality, thereby contributing to the cause of building and developing the country's socio-economy, while meeting the need for training and fostering cadres; and paying attention to Party development work for Project team members.
In addition, Prime Minister Nguyen Tan Dung also emphasized the need to continue to pay attention to organizing training courses to improve knowledge of State management and necessary skills for Project team members. The content and methods of training for Project team members must closely follow the requirements and demands from the practical work of Project team members, focusing on improving thinking capacity; leadership and management skills for Project team members.
Prime Minister Nguyen Tan Dung expressed his belief that the Project team members will continue to promote the spirit of overcoming difficulties, dynamism, creativity, pioneering and exemplary youth, contributing together with local Party committees, authorities and people to fulfill the socio-economic development goals set by the locality.

Opportunity to help young intellectuals practice and mature
At the Conference, representatives of young intellectuals of the Project expressed that participating in the project is an opportunity to help young intellectuals practice and mature from practice, and at the same time an opportunity to contribute their youth to the cause of building and developing the country.
The young people said that when working in the commune, the Project team members always received attention from all levels, sectors, and the consensus and support of the people in carrying out their assigned tasks. In particular, leaders at all levels (provincial and district levels) regularly sent working groups to directly inspect the communes with Project team members to grasp the thoughts and aspirations of the team members, promptly commend the results achieved, and at the same time point out the shortcomings and weaknesses in the process of carrying out the tasks to have solutions in the coming time.
However, they also encountered many difficulties, the biggest of which was the difference in language and understanding of local people's customs and practices. That led to limitations in implementing tasks, not understanding people's thoughts and aspirations, and receiving people's opinions. In addition, as new graduates, young in age, and lacking practical experience, the implementation of tasks as well as the direction of assigned tasks were sometimes not timely and confusing...
The Project team members hope that the Government and ministries, branches and localities will continue to pay attention, consider and resolve support policies and regimes and create favorable conditions for the project team members to work with peace of mind; to fully develop their abilities; and periodically organize training conferences so that the team members can acquire and update new knowledge and experience to better serve their local work tasks.
At the Conference, leaders of the Party committees and commune authorities directly working with the Project team members made very specific comments, affirming that the Project team members are always dynamic and enthusiastic in their work, have professional qualifications suitable to the actual needs of the grassroots; have a firm political viewpoint, stance and ideology; are exemplary in participating in researching, absorbing and applying the implementation of Directives and Resolutions of the Party at all levels; have a sense of organizational discipline, comply with the assignment and mobilization of the organization and well implement the internal rules and regulations of the agency; have good moral qualities, a healthy lifestyle, a serious and agile working style, and are not afraid of difficulties in the face of assigned tasks...
