Focus on investing in building infrastructure for industrial clusters

However, up to this point, those mechanisms and policies have revealed some shortcomings, so it is necessary to issue appropriate mechanisms and policies to promote efficiency and create motivation to promote the process of industrialization and modernization of agriculture and rural areas...
Dien Chau is one of the localities that strongly develops industrial clusters (ICs) and is an attractive destination for domestic and foreign investors. The district has completed the planning to expand and build the Thap - Hong - Ky IC to 25 hectares, granted investment certificates to 20 projects, of which 13 projects have come into operation. Many new industrial products with high value and large output, such as: garment, fishmeal processing, construction steel production, roofing sheets, steel purlins, NPK fertilizers... have increased industrial production capacity, increased budget revenue, contributed to job creation and economic restructuring. This result is thanks to the support of mechanisms and policies according to the Provincial People's Council Resolution such as land lease, tax, vocational training support... of the province, the district also allocated the budget to invest in technical infrastructure with the investment capital for technical infrastructure of Thap - Hong - Ky IC is 31.8 billion VND.

In Nam Dan, thanks to the clear orientation and mechanisms and policies of the province and district, textile and garment industrial clusters, construction materials production, beer production complexes, and high-tech industrial production complexes are being formed and developed. Here, the Provincial People's Committee has approved detailed planning for 3 industrial clusters of the district with an area of 70 hectares in Nam Thai, Nam Giang and Cau Don communes (Van Dien). In particular, Nam Giang industrial cluster is a highlight in attracting investment of the province and district with an area of 29 hectares. To create favorable conditions for businesses, Nam Giang commune mobilizes people to commit to strictly comply with regulations to accelerate site clearance, ensure environmental sanitation, security and order in the area. Thanks to the stable operation of enterprises in the industrial cluster, there has been a clear shift in the local labor structure, job creation and increased income for people. In addition, it also promotes the development of accommodation services, goods, food, etc.
It can be said that, thanks to the application of solutions to promote investment attraction, including the effective implementation of the support mechanism for the construction of small industrial park infrastructure, up to now, the whole province has had 32 industrial parks carrying out investment and construction steps, of which 9 industrial parks have filled their areas; 5 industrial parks are investing in technical infrastructure and have enterprises investing in production and business; the total investment in technical infrastructure according to the approved investment project is 791,136 million VND; the implemented infrastructure investment capital is 329,901 million VND (of which 46,752 million VND from the district budget, capital mobilized from enterprises: 138,378 million VND).
The industrial clusters have attracted 180 investment projects, including 4 foreign investment projects. The number of employees working in the industrial clusters reached 8,304 people. The main sectors include mineral processing, forestry products, garment, mechanical processing, packaging production... The production value of industrial cluster enterprises reached approximately 1,298 billion VND, accounting for 12% of the province's total industrial production value. Budget revenue from enterprises in the industrial clusters reached nearly 120 billion VND. The industrial clusters play an important role in rural industrial development; ensuring that localities attract investment to exploit potentials and strengths, create jobs for workers, develop the socio-economy, and successfully achieve the goal of industrialization and modernization of agriculture and rural areas.
Thus, after 6 years of implementing Resolution No. 268/2009/NQ-HDND dated July 23, 2009 of the People's Council of Nghe An province (term XV) on approving the policy to support the construction of infrastructure for small industrial parks in the province and this issue, the People's Committee of Nghe An province issued Decision No. 83/2009/QDUBND.CN dated September 4, 2009. However, in reality, after 6 years of implementing the policy to support investment in industrial park infrastructure, some limitations and shortcomings have been revealed. That is, the level of capital support for industrial parks is still low, only reaching approximately 10% of the total investment, so the investment in industrial park infrastructure is not synchronous and patchy; some industrial park infrastructure investment projects are prolonged; investors in industrial park infrastructure have not paid attention to investing in environmental treatment items, leading to increasingly high environmental pollution in some industrial parks.
In addition, due to the impact of the economic recession, the price of basic construction investment fluctuates, causing the total investment in technical infrastructure of industrial parks to increase, while the financial capacity of investors (People's Committees of districts, cities and towns) is limited, and investment capital mainly depends on limited budget sources. The infrastructure investment plan and the arrangement of capital to support infrastructure investment for some industrial parks are not linked to the needs and plans to attract investment in developing industrial park enterprises. For example, Dong Van industrial park in Tan Ky district was approved by the provincial People's Committee in 2007 with a scale of 20 hectares, in the field of granite mining and wood chip processing. The project has a total investment of over 30 billion VND, divided into 2 phases, in which the province allows an investment of 17 billion VND.
However, up to now, the project is still unfinished, only leveling the ground and investing in internal roads. It is worth mentioning that up to now, this industrial park has not attracted any investors. The reason for this situation is that the demand for infrastructure investment for Dong Van industrial park is very large, while the support capital according to Decision 83 of the Provincial People's Committee is very little, not meeting the requirements. In the context of limited district budget, investment in infrastructure for Dong Van industrial park cannot be implemented. Besides, the industrial park is too far from the center, traffic is difficult; granting mining licenses is difficult, so it is difficult to attract investors.

In order to encourage domestic and foreign organizations and individuals to invest in building infrastructure for industrial parks, in addition to enjoying preferential policies and investment support in accordance with current regulations of law, the Department of Industry and Trade has advised the Provincial People's Committee on the draft and resolution on amending and supplementing a number of articles of Resolution 268/2009/NQ-HDND on policies to support the construction of infrastructure for small industrial parks in Nghe An province, submitted to the Provincial People's Council at this session for consideration and approval". Accordingly, the level of support for detailed planning is 50% of the approved budget; Support for land compensation and site clearance costs for industrial parks according to the approved budget. The maximum support level is 200 million VND/ha. Support for the construction of technical infrastructure items in industrial parks according to the approved design and budget, including: internal traffic roads, internal drainage systems. The maximum support level is not more than 6 billion VND/industrial park in mountainous areas and not more than 5 billion VND/industrial park in the remaining regions.
