The Council heard a summary of 11 voters' opinions on economic development, 8 opinions on sanitation and environment, 14 issues on land management, 12 opinions on planning, 22 opinions on electricity and drainage, 17 opinions on electricity and domestic water, 15 opinions on basic construction management and 14 opinions on social culture, security and order...
Due to the large number of opinions and recommendations from voters, the Council requested the City to explain each group of issues, focusing on hot opinions and main contents.

Regarding the results of new rural construction: many voters are interested in the construction roadmap and implementation results. According to the City People's Committee, there are currently 3 communes that have achieved 14-17 criteria, namely Nghi Lien, Nghi Phu, Hung Loc, 5 communes that have achieved 11-13 criteria, namely Hung Hoa, Hung Dong, Hung Chinh, Nghi Kim, Nghi An, and 1 commune that has achieved 10 criteria, namely Nghi Duc. In mobilizing resources for new rural construction, people have donated 14,112 m2 of garden land and agricultural land and contributed 5.6 billion VND. On the state side: the total value of construction and installation implemented in 2010-2012 is 87.8 billion VND. Regarding the construction roadmap: the city will select model communes, communes will select hamlets as models, organizations in the political system will select content and projects as models.
Regarding the Vietgap vegetable production program, it only reached 0.5 ha/15 ha of the plan, low efficiency and some opinions on the policy of building an ineffective suburban agricultural model. The city explained as follows: Although in 2012 it had signed contracts with 3 professional steering agencies such as: Plant Protection Station, North Central Institute of Science and Technology, Phu Tu Enterprise, but the low efficiency was due to slow implementation, heavy rain, little sunshine, unsynchronized technical infrastructure of vegetable growing areas, the direction of the People's Committees of the communes was not active, and people were not encouraged to change the crop structure. Chairman of the City People's Committee - Mr. Nguyen Xuan Sinh also frankly requested that the city's departments review policies, sense of responsibility in policy implementation, model building, avoid following formalities, and review why some support policies are slow to reach the people.

Regarding many opinions of voters asking about flood control, the city does it every year but with low efficiency. Whose specific responsibility is it? During this flood season, has the city reduced flooding, especially in the wards: Nghi Phu, Quan Bau, Vinh Tan, Hong Son...? The city explained: flood prevention and drainage during the flood season is always a concern of the city, strengthening the connection of the drainage network, socializing dredging, clearing sewers, and increasing investment in this issue. However, flooding still occurs this year in the above communes and wards because the problem has not been solved at its root. For example: areas with a height of 2.25m (Vinh Tan, Ben Thuy, Quan Bau...) must be leveled to a height of 5m to build urban areas, projects will stop flooding but will go against the natural drainage law... In addition to the problem of lack of funding, dredging and connecting the drainage system is following a temporary solution.
Regarding the issuance of land use right certificates to people being returned many times, causing inconvenience and frustration to the people, the Chairman of the City People's Committee has severely criticized the relevant departments, offices, and the One-Stop Center, saying that this is "harassing the people", is poor public ethics, and needs to be corrected immediately. This way of working is essentially harassing the people. Some wards and communes still avoid and shirk responsibility in confirming the origin, and have no opinions, such as Hung Dung, Le Loi, Trung Do wards... In the near future, the city will strictly handle cases that intentionally cause difficulties, are irresponsible in processing documents, and avoid responsibility.
Regarding the issue of overcharging in schools: According to voters' opinions: in the 2011-2012 school year, there were situations where: 3 schools overcharged fees outside of regulations, 17 schools spent large amounts of cash, 7 units used socialized funds for the wrong purposes, but were not detected and handled promptly. The City requires the Finance and Planning Department to learn from experience in assessing financial settlements as soon as possible, proactively inspect during the school year, and handle strictly if detected.

Regarding the problem of overload in kindergartens, the city has a solution: Mobilize all existing classrooms, including borrowing cultural houses of blocks and hamlets, consult with the Department of Education and Training to allow the number of children to increase higher than planned: kindergarten teachers to 45/35 planned, nursery school 45 children/25 children KH. In the immediate future: attract children to study at 2 private kindergartens Hung Phuc and Ngoc Mai kindergarten (Trung Do). Focus on directing authorities at all levels to continue expanding the scale of existing kindergartens to increase the rate of mobilizing children to attend class. For the following school years, urge to speed up the construction of public kindergartens in wards and communes that do not have public schools such as: Le Loi, Hung Phuc, open more schools in communes and wards with high enrollment pressure.
At the meeting, the City leaders also frankly acknowledged their responsibility for the unfinished tasks. At the same time, they requested the ward and commune levels to promote self-awareness, mobilize people's strength, and avoid dependence. The City also proposed solutions to fulfill the 2012 plan, especially the budget collection which is very difficult.
