Specifically, 39/44 Party organizations in wards and towns achieved clean and strong status, accounting for 88.64% (the average of the province is 78.42%), ranking only behind the Party organizations in the armed forces (95.58%) and the agencies (92.27%), with no weak Party organizations in wards and towns.

However, the biggest limitation of the current ward and town model is: in the leadership of the government to carry out political tasks, there are still signs of confusion, passivity, not much innovation and creativity, not bold in mobilizing resources for socio-economic development.
