Notary Office No. 1 of Nghe An province is a unit established quite early in the system of notary organizations in the province, with the function of notarizing and certifying for organizations and individuals. On the other hand, some legal provisions are slow to have guiding decrees for implementation. This leads to misunderstandings for organizations and individuals about the inconvenience caused by notaries, even causing negative reactions.

The monitoring delegation investigated the difficulties in the operation of the notary team and the types of fake documents and papers stored at the Notary Office.

In addition, in practice of notarization and certification, the unit has also discovered many fake documents, fake certifications and even fake replacements of authorization, but the coordination between functional agencies in handling these cases is still not good, affecting the professional activities of the Department in particular and ensuring compliance with the law and security and order in general. The unhealthy competition between other notarization organizations also creates difficulties for the unit....

Sharing the difficulties, hardships, and pressures of notaries, the delegation also requested the Office to pay attention to doing a good job of archiving data and procedural records, at the same time strengthening coordination with other sectors, improving the efficiency of notarization activities, focusing on training and regular professional development for the team of notaries.
