Take care to organize Lunar New Year 2018 joyfully, safely and economically

In 2017, in the context of many difficulties and challenges, with the attention, direction and support of the leaders of the Party, State, National Assembly, Government, Central ministries and branches, the determination in leadership and direction of Party committees and authorities at all levels, the participation of the entire political system, the support of the people and the business community, 27/27 main socio-economic targets of the province were achieved and exceeded the plan. The material and spiritual life of the people continued to be improved. National defense and security were maintained. The work of building the Party, government, Fatherland Front and people's organizations achieved many remarkable results.

To prepare for the people to celebrate the Lunar New Year 2018 joyfully, excitedly, safely and economically, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to focus on leading, directing and organizing the implementation of the following key tasks:

1 - Implement well policies to ensure social security and welfare, especially for the poor, people in especially difficult circumstances, and people in areas severely affected by natural disasters, storms, and floods. Pay attention to the material and spiritual life of policy families, people in remote areas, especially difficult areas, and border areas, ensuring that everyone and every family can enjoy the Spring Festival.

Organize visits to wounded and sick soldiers, martyrs' families, families with meritorious services to the country, revolutionary veterans, Vietnamese Heroic Mothers, intellectuals, artists, outstanding religious dignitaries, armed forces units and units on duty during Tet.

2 - Agencies, units and localities continue to thoroughly grasp and seriously implement Directive No. 16-CT/TW dated December 22, 2017 of the Secretariat on organizing Tet 2018; Directive No. 41-CT/TW dated February 5, 2015 of the Secretariat of the 11th tenure on strengthening the Party's leadership in festival management and organization. The organization of cultural, sports, festival activities, celebrating Spring, summarizing the year, receiving emulation awards and celebrating traditional days must be practical, economical, in accordance with the cultural traditions, fine customs and practices of each locality.

Provincial leaders, provincial agencies, departments, branches and organizations do not organize visits and New Year greetings to local leaders; localities do not wish New Year greetings to superiors and the Central Government. Giving or presenting New Year gifts to superiors in any form is strictly prohibited. Using the budget, means and public assets for personal activities is strictly prohibited.

3 - To meet the needs of the people of districts, cities and towns, organize cultural activities for people to celebrate the Lunar New Year 2018 happily, excitedly, safely and economically.

4 - Proactively grasp the situation to lead and direct the maintenance of political security, order and social safety. Strengthen measures to prevent, combat and handle violations of the law, crimes and social evils; prevent and fight fires and explosions; resolutely and strictly handle acts of trading, transporting, storing and using firecrackers. Focus on good market and price management, ensure balance between supply and demand of goods and services, meet people's consumption needs; at the same time, strictly handle acts of violating security, order, trade fraud, trading in counterfeit and poor quality goods, speculation, hoarding, causing sudden price increases.

Arrange sufficient public transport and ensure traffic safety for people to travel conveniently and safely. Do a good job of preventive medicine, ensure food safety and hygiene and environmental sanitation.

Agencies, units, organizations, unions, and localities must have specific plans and arrange staff to handle and promptly resolve all work during the Tet holiday, ensuring smooth and convenient operations without affecting the lives and production and business activities of people and enterprises.

5 - The Provincial Party Committee's Propaganda Department shall preside over and coordinate with the Department of Information and Communications, the Department of Culture and Sports and relevant agencies to strengthen propaganda and guidance on mass media on the organization of Party celebrations, Spring celebrations, and festival activities in accordance with the regulations of the Party and the State, ensuring that people celebrate Tet happily, safely, healthily, practice thrift and combat waste.

Party organizations, government, Fatherland Front, people's organizations, especially members of the Provincial Party Executive Committee, leaders and managers at all levels must truly be exemplary and seriously take the lead in implementing Party regulations.

District, city, town Party Committees, Party Committees, Party Executive Committees, Party Delegations, and affiliated Party Committees must seriously grasp and effectively implement this Directive, creating a real change to start 2018 to successfully achieve the set goals and tasks.

The Provincial Party Committee Office and the Provincial Party Committee's Propaganda Department shall grasp the implementation situation and report to the Provincial Party Committee Standing Committee on the results of the implementation of the Directive.
