Resolution 26 of the Politburo has opened the way for the comprehensive socio-economic development of Nghe An. This is the first time the Politburo has issued a Resolution on a locality (excluding centrally-run cities). With such importance and significance, the Provincial Party Committee requires that the study and implementation of the resolution must be serious, qualitative, effective, and avoid formality. The conference listened to comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council report on the content of Resolution 26 of the Politburo on the direction and tasks for the development of Nghe An province until 2020. Next, the conference listened to the Draft Action Program to implement Resolution 26 of the Provincial Party Committee. It mentioned the general tasks and basic goals: Striving to build Nghe An into a fairly developed province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020; in which, focusing on shifting the economic structure towards industrialization and modernization in accordance with the characteristics and position of the province.
Nghe An strives to have the proportion of industry and construction reach 39-40% by 2015, services 39-40%, agriculture, forestry and fishery 20-21%... Build Nghe An into a center of finance, trade, tourism, education - training, science - technology, health, culture, sports, high-tech industry of the North Central region; synchronous infrastructure system, gradually modernized; improve the material and spiritual life of the people, build an advanced culture, imbued with Nghe identity. Build and consolidate strong national defense, maintain political security, social order and safety. Enhance the leadership capacity and fighting strength of the Party organization, build a strong political system.
The draft has proposed solutions in the process of implementing the Action Program with 6 groups of work contents, 28 specific programs and projects in all fields, and at the same time assigned specific tasks to each comrade in the Standing Committee and relevant departments and branches in charge of implementation.
The conference also heard the representative of the Provincial Party Committee's Propaganda Department report on the plan to study and disseminate Resolution No. 26 of the Politburo. Accordingly, the Provincial Party Committee's Propaganda Department will launch political activities throughout the entire provincial Party Committee to study, disseminate, and widely disseminate Resolution No. 26 of the Politburo, in conjunction with discussing and approving the resolution implementation program at all levels.
