(Baonghean) - Que Phong is a mountainous district with low educational level, investment in building infrastructure to serve information and communication in the area still faces many difficulties, therefore, the Standing Committee of the District Party Committee determined that the publication and use of newspapers, especially party newspapers, play an important role in bringing information about the Party and State's policies and guidelines to cadres, party members and ethnic people in remote areas in the area.

(Baonghean) - Que Phong is a mountainous district with low educational level, investment in building infrastructure to serve information and communication in the area still faces many difficulties, therefore, the Standing Committee of the District Party Committee determined that the publication and use of newspapers, especially party newspapers, play an important role in bringing information about the Party and State's policies and guidelines to cadres, party members and ethnic people in remote areas in the area.

Every year, the Standing Committee of the District Party Committee develops a budget plan for the Provincial Party Committee to purchase the above two types of newspapers for 100% of rural Party cells in 13 particularly disadvantaged communes; issues official dispatches directing Party committees, Party cells, agencies and units to use the State budget to purchase Nhan Dan Newspaper, Nghe An Newspaper and other specialized newspapers to serve professional needs; directs the District Party Committee's Propaganda Department to coordinate with the District Post Office to regularly inspect and supervise the distribution and use of Party newspapers in the area.

Thanks to that, from 2008 to now, the number of party newspaper circulations in the district has increased by 5% -7% annually. In 2010, after the Standing Committee of the District Party Committee issued an official dispatch directing the grassroots to subscribe, the number of Nhan Dan and Nghe An newspapers in the district increased sharply. Specifically, Nhan Dan newspaper in 2010 increased by 2,880 copies compared to 2009; Nghe An newspaper increased by 7,000 copies compared to 2009. Units with high numbers of party newspaper circulations include the District Party Committee, the District People's Committee, the District Political Training Center, the District People's Procuracy, the District Cultural Center, Kim Son Town, etc.


To bring the party newspaper to readers early, ensuring information and current events, the District Party Committee and the District People's Committee have coordinated to direct the District Post Office to increase delivery speed and expand the network of commune cultural post offices. Up to now, the district has built and put into use 14 commune cultural post offices, 14/14 communes and towns have community learning centers... contributing significantly to providing information, especially the Party's policies, the State's laws, scientific and technical knowledge, and production experience for people in rural, mountainous and ethnic areas of the district.


Regarding the use of party newspapers, many agencies and units have maintained the routine of reading newspapers and reviewing current news on newspapers at the beginning of working hours, typically units such as General Hospitals, Preventive Medicine Centers, District Police, District Party Committees, etc. Many units have included in their working regulations and internal rules the content of reading newspapers, managing and using newspapers. Many communes have directed the strengthening of propaganda work to provide information on newspaper content through reviewing news, synthesizing important information to introduce to the people through the grassroots radio network system.


In the first 4 months of 2012, after reviewing the work of publishing and using party newspapers, in early May, the Standing Committee of the District Party Committee issued a directive to purchase and read party newspapers and magazines. The directive requires agencies and units to save on spending to increase funding for purchasing and using newspapers, especially Nhan Dan and Nghe An newspapers. Party committees, People's Committees of communes and towns, Party committees, Party cells, heads of agencies and units under the district must have enough Nhan Dan, Nghe An newspapers, Communist Magazine, and Party Building Magazine.

Each grassroots Party cell and each school has a number of Nhan Dan and Nghe An newspapers. Departments, branches, sectors, the Fatherland Front and district-level organizations, in addition to newspapers serving their professional work, must have a number of Nhan Dan and Nghe An newspapers. In addition, agencies, units and individuals with conditions are encouraged to subscribe to additional Party newspapers and magazines. The Standing Committee of the District Party Committee has also requested the District Education and Training Department to issue an official dispatch directing 46 schools of three levels: preschool, primary and secondary schools to subscribe to Nhan Dan and Nghe An newspapers (previously, schools had not subscribed) and this is one of the important criteria for evaluating and classifying Party organizations annually.
