Que Phong: Efficiency from infrastructure investment

(Baonghean) - Despite limited capital, Que Phong has actively implemented traffic infrastructure projects on schedule, ensuring quality. The completed projects have contributed to accelerating the progress of building New Rural Areas in the area.

Previously, the road from Chau Kim to Nam Giai was always a nightmare for road users. During the rainy season, the road was muddy and slippery, with a deep abyss on one side and a cliff on the other, greatly affecting the lives and production of the people. But from November 2013 until now, things have changed. The road has been paved with smooth asphalt, motorbikes and cars can run smoothly without having to push the road because of the mud. With nearly 15 billion VND from the provincial budget, the district People's Committee has repaired it to meet the travel needs of the people. Mr. Nguyen Van Tuyen, a resident of Chau Kim commune, said: I have lived near the road for decades now, every time I go to the district center, I have to wake up early, roll up my pants, and struggle to get there. But now, thanks to the State fixing the damaged spots, potholes..., the people are very happy.

Not only Chau Kim, but currently, many roads in the district have been invested and upgraded to meet the travel needs of the people. Muong Noc suspension bridge has just been completed for 4 years and has degraded, causing unsafety for passersby. But in less than 3 years, many screws and iron bars have been removed, some parts such as railings and screws that keep passersby safe have mostly been broken, even in some places there are no railings, making it very unsafe, danger always lurks for everyone, especially during the rainy and stormy season. Thanks to the province's investment of 634 million VND, the project to repair and maintain Muong Noc suspension bridge has been implemented. Mr. Quang Van Toan, Chairman of Muong Noc Commune People's Committee shared: This is the only road for people in 4 villages of Muong Mun, Ban Luong, Don Cham, Na Ka of Muong Noc commune to travel, exchange goods, and communicate with the district. After more than 1 month, the project was completed to the joy of the people.

Tri Le is a commune in a remote area of ​​Que Phong district, where people's lives are still poor and budget revenue is limited. Over the past years, due to lack of funding, the commune People's Committee's office has been degraded and cramped. Thanks to the province's capital and the district's support, in 2013, the commune People's Committee office was invested in with a capital of more than 3.8 billion VND. The 2-storey building has been completed and is ready for handover. Mr. Dam Thien Thuong, Deputy Secretary of the Commune Party Committee, said: With the attention of the province and district, Tri Le commune has a new office building, which has been a long-standing dream. When the building is handed over and put into use, it will create a new face for the commune, contributing to ensuring a place for working, living and holding meetings for officials and people in the commune.

In the middle of the fields of Na Cay village (Tien Phong), farmers are busy preparing the land for spring planting. Mr. Vi Van Tinh, Na Cay village said: Up to now, bringing irrigation water for production has often been very difficult, especially in the dry season, the reason is that the water source at Sai Pu dam often leaks, causing waste. But since the dam has been repaired and upgraded, the water source has been fully supplied, so we have the conditions to plant according to the crop schedule set by the commune.

According to Mr. Tinh, Sai Pu dam is located in Na Nhang village and is responsible for providing water for more than 4 hectares of rice fields in Na Cay and Na Nhang villages. Because the dam was built with soil for a long time, every time the rainy season comes, water from upstream flows down, causing the dam to leak and collapse. People have to use soil and rocks to fill it up to retain water, but the manpower is not enough, so when the production season comes, there is not much water left in the dam. Using the provincial budget, the dam repair and upgrade project was implemented with a capital of 1 billion VND. By May 2013, the dam was put into use and has been highly effective. Mr. Vo Khanh Toan, Chairman of Tien Phong Commune People's Committee, said: It must be affirmed that this is the most effective agricultural investment project in the commune. The project put into use not only provides water for production but also reduces the effort and costs of the commune and people every time the rainy season comes.

As a mountainous district, Que Phong district's infrastructure, schools, clinics, irrigation, etc. are still very difficult. In 2013, capital for infrastructure construction investment was still difficult due to Resolution 11 of the Government on cutting public investment. Therefore, in 2013, the arrangement of the list and investment capital for projects was limited, especially the number of newly started projects. The main focus was on arranging debt repayment for completed basic construction and transitional projects. In 2013, in the district, there were 88 projects implemented with a total approved investment of nearly 844 billion VND, the volume reached 304.89 billion VND, the disbursement value was estimated at 77.56 billion VND. To invest in the construction of traffic infrastructure projects, the district has mobilized many different sources of capital such as provincial budget capital, government bond capital, sponsorship from enterprises and capital from national target programs...

Mr. Lu Dinh Thi, Chairman of the District People's Committee, said: In recent times, with the attention and support of the State as well as domestic and foreign organizations, Que Phong has carried out well the work of investing in infrastructure, especially for projects under Program 30a, Program 135, projects commemorating the 50th anniversary of the district's founding... The projects were constructed by contractors in a timely manner, ensuring progress and quality, especially at key projects such as: Kim Son Town Waste Treatment Site, Town Clean Water Plant, Kim Son Town Drainage System, Truong Banh Irrigation...

However, during the implementation process, there are still some shortcomings and limitations such as some documents submitted for technical design and estimate appraisal are of low quality, the quality of consultancy and initial survey work is still inaccurate.... In addition, the planning and land allocation for project construction are still inadequate, the capital allocated for projects is not concentrated and the capacity of some contractors is limited, which has affected the progress of project implementation. In 2014, the district has proposed many solutions to gradually overcome these limitations so that the investment in infrastructure construction is increasingly more effective.
