Que Phong: Mobilizing capital sources for infrastructure investment

(Baonghean) - Implementing Resolution No. 11/NQ-CP dated February 24, 2011 of the Government; Directive No. 1792/CT-TTg dated October 15, 2011 of the Prime Minister on strengthening the management of investment capital from the State budget and Government bond capital..., the investment capital for construction in Que Phong has encountered many difficulties. However, thanks to the synchronous implementation of solutions to mobilize investment capital sources in this field, the district has achieved positive results.

Que Son was separated from Muong Noc commune, the technical infrastructure is still lacking in synchronization, so in the process of investing in construction, Que Phong district is very interested in and supports Que Son to carry out a number of urgent projects. Due to limited investment capital from the state budget, the district has boldly integrated investment programs and projects such as: Program 30a, 135/CP, New Rural..., at the same time mobilizing organizations and people to contribute money, donate land, contribute construction materials, and labor days, so Que Son commune has been able to carry out important projects, promptly meeting the needs of socio-economic development in the area.

Mr. Nguyen Tien Dung - Chairman of Que Son Commune People's Committee said: "In the past time, the commune has effectively integrated investment programs and projects in the commune, people have benefited from a number of essential works such as: Traffic roads sponsored by the Republic of Ireland with more than 1,745 million VND, 743m of grade B road was built; Investment in the construction of a 2-storey medical station with 10 rooms with an investment of more than 2,664 million VND. In particular, the new rural program, with the province supporting cement, the district supporting money, equipment and motorbikes, the commune built 9 grade B roads with a length of 4,800m, built 12 restricted grade B roads with a length of 2,870m, and at the same time implemented the renovation and upgrading of the irrigation canal system to serve production...".

Implementing the investment in the construction of new rural projects, along with the province's cement support policy, the district has supported an additional 30% of the purchase value of main materials. Up to now, Que Phong has completed 22 km of concrete roads and is currently planning to invest in 15 km of A and B grade roads for communes and towns. In the difficult conditions of capital for construction investment, Que Phong district has synchronously deployed programs and projects in a timely manner according to plan. Project management boards and investors always coordinate with relevant parties to overcome arising problems during project implementation.

Therefore, the transitional works and projects in 2013 were implemented in accordance with the process, construction progress was ensured, and quality met the requirements according to the design documents. In 2013, Que Phong implemented 88 construction works with a total approved investment of 843,978 million VND, the implemented volume reached 304.89 million VND, the disbursement value was estimated at 77,567 million VND. Although the construction investment work had many positive changes, during the implementation process, Que Phong still encountered many difficulties and problems, that is, the outstanding debt of construction capital was very large. Currently, the total construction debt (debt and lack of capital) is 212.97 billion VND.

In the coming time, according to the province's policy, it is necessary to focus on finalization and prioritize capital to arrange debt repayment for completed projects and projects that have been finalized. Currently, in the district, there are 247 completed projects that must be submitted for finalization, of which 77 projects have been backlogged since June 30, 2010 or earlier. In fact, in the field of construction investment in Que Phong, there is still a situation where some projects are not implemented according to the process (due to slow notification of capital sources, requiring fast implementation progress) and the planning and land allocation for project and construction are still inadequate, leading to problems in project implementation when clearing the ground.

Some transitional projects are behind schedule, affecting the socio-economic development of the district, such as: the road to the center of Quang Phong commune, the project started in 2007, has not been completed yet and the contractor has not complied with the contract and commitment documents; the power line in Na Khuu industrial park (Tien Phong commune) is behind schedule because the site clearance work has not been carried out due to some local households causing obstruction, not allowing the District Land Clearance Council to work...

In the coming time, Que Phong district will continue to implement synchronous solutions, mobilize investment capital sources to repay debt for basic construction investment capital, continue to implement 15 projects (already implemented in the investment preparation phase) and is submitting to the Provincial People's Committee for approval 18 projects of the 2014 plan. In particular, the district is interested in balancing investment needs and the ability to mobilize capital for implementation, minimizing long-term debt or lack of capital to implement projects.

Mr. Lu Dinh Thi - Chairman of Que Phong District People's Committee said: "To effectively implement the investment in construction in the current difficult period, Que Phong will continue to review and summarize the basic construction debt of completed investment projects, projects in progress and approved projects but without capital arrangement to have solutions to manage basic construction debt. Promote investment attraction, enhance production and business efficiency, improve productivity and product quality of enterprises processing, manufacturing construction materials, exploiting minerals, providing tourism services... Thereby increasing budget revenue, increasing basic construction investment capital to repay debts of completed projects and arranging capital to implement new projects".
