In order for the spring crop to be implemented in a synchronous and timely manner, Que Phong district has innovated the way of directing production. Instead of previously organizing meetings with ministries at all levels and related sectors in the district, now from December 3-6, 2013, Que Phong has organized meetings in 3 clusters (including Southwest, Northwest, Center) and invited village cadres, hamlets, village elders, village chiefs, and representatives of farmers to participate in the implementation of the spring crop at the grassroots level. By doing this, people not only clearly understand the goals and production plans of the district, but also know how to implement policies, mechanisms, and support policies for the development of spring crop production, and at the same time, problems and difficulties of the people are all resolved right at the grassroots level...
Mr. Trinh Xuan Dung - Head of the district's Department of Agriculture and Rural Development said: "In the 2014 spring crop, along with the State's support policy for communes in border areas to be supported with 70% of the price of hybrid rice seeds and communes in area 3 to be supported with 50% of the price of hybrid rice seeds, the district also issued Resolution 320 on supporting a number of mechanisms for agricultural and forestry development in the area. Accordingly, the district allocated nearly 500 million VND from the budget to support people with 30% of the price of high-quality pure rice seeds to encourage increased agricultural output and value. Along with that, coordinating with relevant levels, sectors, units, and enterprises to supply seeds, fertilizers and materials to promptly meet the needs of people in this 2014 spring crop".
Because the spring crop determines the total food output of Que Phong in 2014, this crop the district has structured the varieties of high quality and high yield, determined to reach an average of 53 quintals/ha. To achieve that goal, the district has structured the crop varieties as hybrid rice including: Nhi Uu 968, Kinh Su Uu 1588, TH 3 - 5, Thien Nguyen Uu 9, Xuyen Huong 178 and purebred varieties Vat Tu - NA 2, AC5, Nep 87, Japonica... Due to the specific terrain, weather and other necessary conditions, in directing the production of the spring crop, the district has divided the regions and structured each crop reasonably.
Specifically, in the central cluster (including Kim Son town, Que Son commune, Chau Kim, Nam Giai...) grow Nhi Uu 986, TH 3-5 rice variety, the Southwest cluster (Tri Le, Quang Phong, Cam Muon, Nam Nhoong, Chau Thon communes) grow Thien Nguyen Uu 9, TH 3-5 rice variety, or the Northwest cluster (Tien Phong, Hanh Dich, Dong Van, Thong Thu communes...) produce with Xuyen Huong 178, Nhi Uu 986 rice variety and depending on the reality of the communes, the pure rice planting structure is appropriate.
According to the plan, from the first days of the new year 2014, the district will carry out spring crop production. Currently, imported seeds, fertilizers, NPK, organic fertilizers have been fully supplied by suppliers to serve the people. Mr. Lo Xuan Thu - Chairman of Tri Le Commune People's Committee said: On December 3, the implementation of spring crop production in the Southwest cluster was organized in Tri Le Commune, this is the first time that the cadres in the village and some people have been very specifically informed about the spring crop production plan in the highlands.
