The publication notes that the Congress did not pass a single document, including the announced project of abandoning the favorable trade regime with Russia, and the $ 13.6 billion military and humanitarian aid package for Ukraine. The Washington Post spoke with aides, observers and lawmakers themselves, who said procedural requirements, as well as “politicking” and “ego clashes,” were among the reasons for the delay in passing the bill.
'But they are also linked to a long-term decline in Congress's previously assertive role in international and national security affairs, and to increased policy polarization on the issue,' the publication writes.
