This morning (May 21), under the direction of Vice Chairman of the National Assembly Huynh Ngoc Son, the National Assembly listened to the presentation of the Submission and Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting. Heard the Report of the National Assembly Standing Committee explaining, accepting and revising the draft Law on Counter-Terrorism and discussed in the hall a number of contents with different opinions of the draft Law on Counter-Terrorism.
After 10 years of implementation, the Law on Fire Prevention and Fighting has created a legal basis for determining the responsibilities of agencies, organizations and individuals in fire prevention and fighting, improving the effectiveness of fire prevention and fighting.
Currently, the whole country has established nearly 123,000 civil defense teams and grassroots fire prevention and fighting teams with nearly 1.5 million officers and team members and 185 professional fire prevention and fighting police teams.
The inspection and supervision of compliance with the provisions of the law on fire prevention and fighting have been strengthened. The authorities have discovered and handled many violations in fire prevention and fighting. However, the Law has revealed difficulties and inadequacies that need to be amended and supplemented.
This revision and supplement is built on the basis of thoroughly understanding the viewpoints: the revised and supplemented content must be suitable and meet the requirements of the country's socio-economic development, meet the requirements of State management on fire prevention and fighting; be suitable to the practical requirements of fire prevention and fighting, create a more specific legal basis to identify and raise awareness and responsibility of all agencies, organizations and individuals in fire prevention and fighting.
At the same time, it meets the requirements of administrative reform, has high feasibility and is consistent with other legal documents in the current legal system./.
