This morning (May 21st), under the chairmanship of Deputy Speaker of the National Assembly Huynh Ngoc Son, the National Assembly heard the presentation of the draft Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting. They also heard the report of the Standing Committee of the National Assembly explaining, accepting, and revising the draft Law on Counter-Terrorism and discussed in the plenary session some contents of the draft Law on Counter-Terrorism that still have differing opinions.
Over the past 10 years, the Law on Fire Prevention and Fighting has provided a legal basis for determining the responsibilities of agencies, organizations, and individuals in fire prevention and fighting, and has improved the effectiveness of fire prevention and fighting work.
Currently, the whole country has established nearly 123,000 civil defense teams and grassroots fire prevention and fighting teams with nearly 1.5 million officers and members, and 185 professional fire prevention and fighting police teams.
Inspection and enforcement of fire safety regulations have been strengthened. Authorities have detected and dealt with numerous violations in fire prevention and control. However, the Law has revealed shortcomings and inadequacies that need to be amended and supplemented.
This revision and amendment is based on the following principles: the revised and amended content must be appropriate and meet the requirements of the country's socio-economic development, meet the requirements of state management in fire prevention and fighting; be consistent with the practical requirements of fire prevention and fighting work, and create a more specific legal basis to identify and enhance the awareness and responsibility of all agencies, organizations, and individuals in fire prevention and fighting work.
Simultaneously meeting the requirements of administrative reform, being highly feasible, and consistent with other legal documents in the current legal system.
