National Assembly discusses draft Land Law (amended)

Today, November 19, opening the last working week of the 4th session, the National Assembly spent the whole day discussing in the hall the draft Land Law (amended).

The draft Land Law (amended) includes 14 chapters and 190 articles, an increase of 6 chapters and 44 articles compared to the 2003 Land Law, aiming to overcome the shortcomings of the current Law.

After nearly 10 years of implementation, the 2003 Land Law has achieved many positive results, but also has limitations and shortcomings such as land policies changing over many periods; current land laws still have some unclear, inappropriate, and inconsistent contents; land use planning, compensation, site clearance, land price determination, resettlement support, and administrative procedures related to land still have many limitations.

According to Minister of Natural Resources and Environment Nguyen Minh Quang, this draft sets out the following goals: First, land must be used more effectively, and the 20,000 hectares of land currently left vacant will be discussed for handling. Second, in compensation and site clearance, people will benefit more; harmonizing the interests of land owners, the State and enterprises. Third, reducing complaints and corruption about land.

In addition to discussing the draft Land Law (amended), in the last working week of the session, the National Assembly will vote to pass many bills, including the Law on Anti-Corruption (amended); the law amending and supplementing a number of articles of the Law on Personal Income Tax; the Law on the Capital City, etc.

The National Assembly will also vote to pass many important resolutions such as the Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly or People's Council; Resolution on judicial work; Resolution on collecting public opinions on the draft amendments to the 1992 Constitution; Resolution on implementing policies and laws in handling citizens' complaints and denunciations regarding administrative decisions on land...; Resolution on questioning and answering questions.
