(Baonghean) -Continuing the program of the 2nd session of the 13th National Assembly, this afternoon, November 8, the National Assembly discussed in groups the Draft Law on Dissemination and Education of Law and the Draft Law on Prices.

The National Assembly delegation of Nghe An province participated in the discussion in groups with the National Assembly delegations of Vinh Phuc and Dak Lak provinces. Comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Nghe An province was the group leader who chaired the discussion.

Participating in the discussion in groups, most of the delegates highly agreed with the Draft Law on Dissemination of Legal Education, which consists of 5 Chapters and 43 Articles. The delegates said that in the past, the work of disseminating and educating the law still had many limitations such as the awareness of some ministries and local branches was not complete; the legal system was still overlapping, and resources for disseminating and educating the law were not guaranteed. Therefore, the promulgation of the Law on Dissemination of Legal Education was extremely necessary.

However, many delegates suggested that the objectives of the law should be further clarified as well as additional forms of law dissemination; and that existing forms should be reviewed to reduce ineffective forms. Special subjects should have additional regulations on foreigners studying and working in Vietnam and Vietnamese people studying and working abroad. Delegate Pham Van Ha (Nghe An) and other delegates suggested that the Law should clarify solutions on socialization in the dissemination of legal education, as well as carefully consider whether to maintain the current Council for Dissemination of Legal Education. In addition, it is necessary to study the impacts of the Law when it comes into effect and how it will affect schools in the work of disseminating legal education. Some delegates suggested that it is necessary to promote the effectiveness of legal bookcases at establishments and agreed to take November 9 as "Vietnam Law Day", but specific instructions must be given to avoid wasteful, massive organization.

Discussing the Law on Prices, delegates from Dak Lak and Nghe An provinces also highly agreed with the Government's report presented at the meeting hall. However, delegates said that the draft Law should stipulate more clearly the conditions for price stabilization, auditing, and ensuring transparency so that all people know. In addition, it should stipulate the responsibility of coordination between state agencies and information on prices posted on mass media.

Tomorrow, November 9, in the morning, the National Assembly will continue working in the hall, passing the Resolutions on the 2012 socio-economic development plan; the 5-year Government bond use program 2011-2015; the 5-year national target program 2011-2015 and discussing the draft Law on Water Resources (amended). In the afternoon, the National Assembly will discuss in groups the draft Law on Anti-Money Laundering and the draft Law on Prevention and Control of Tobacco Harms.
