In their discussion, most delegates highly agreed with the Submission and Review Report of the Chairman of the National Assembly's Committee on Culture, Education, Youth, Adolescents and Children on the Draft Law on Advertising. The delegates emphasized that after 10 years of implementing the Advertising Ordinance and its guiding documents, there have been limitations that no longer meet the development requirements of advertising activities. Therefore, when the Advertising Law is enacted, it will continue to institutionalize the Party's guidelines and policies and the State's laws.
However, delegates said that regarding the rights and obligations of organizations and individuals participating in advertising activities, the law needs to stipulate more clearly the responsibilities of advertising service providers, advertising publishers for advertising products and the order and procedures for complaints, because in the mass media today there are some false advertisements that cause negative impacts. The law should include the right to complain about incorrect advertisements that affect advertisers.
Regarding outdoor advertising, delegate Pham Van Tan (Nghe An) proposed to add some contents, including general regulations on advertising in public areas, main roads, and national highways that need to be strictly regulated to serve as a basis for planning for localities, avoiding fragmentation. In the state management of advertising, it should also be assigned to a management ministry, the Ministry of Culture, Sports and Tourism or the Ministry of Information and Communications.
Some delegates from Vinh Phuc and Dak Lak provinces suggested that the Law should stipulate prohibitions on: harassment, forcing recipients to receive advertisements, banning spam advertisements on phones. Clearly define the authority and level of penalties for violations as well as clearly stipulate that political channels, especially in TV news programs, are not allowed to advertise.
Discussing the Draft Law on Higher Education, delegates said that it is necessary to continue to study, supplement and complete the Draft Law in the direction of more specific and detailed regulations to meet the requirements of a specialized law and promptly resolve the basic and urgent issues of current higher education. In addition, the quality of teaching and education at universities should be continuously improved.
Regarding the autonomy and responsibility of higher education institutions, delegate Nguyen Sy Hoi (Nghe An) and other delegates proposed that it is necessary to grant autonomy in this matter to higher education institutions, accordingly, on the basis of the conditions for opening training majors and specialties prescribed by the Ministry of Education and Training, higher education institutions are autonomous and responsible for opening training majors and specialties in the state training list and only report to the Ministry of Education and Training for management. In addition, measures for inspection and supervision should be strengthened and strong sanctions should be imposed on violations in opening training majors and specialties./.
