National Assembly discusses land use planning: 50 years to fill existing industrial parks
Discussing the land use planning for the 2011-2020 period, delegate Tran Du Lich (HCMC) said that if the capital source to fill the industrial zones is not clarified, it will lead to suspended planning.

Deputy Chu Son Ha (Hanoi) said that land use planning is not close to reality, and the organization is not thorough, causing many projects to be implemented for a long time, with low investment efficiency. The Hanoi National University project was estimated at 7,000 billion VND, but now the price has slipped to more than 20,000 billion VND, the first land clearance could not be implemented, people have to stay and have to clear the land a second time, causing damage and waste in land use.
Delegate Tran Du Lich (HCMC) said that according to calculations, it will take another 50 years to fill the current 72,000 hectares of industrial park land, so why plan more? Delegate Nguyen Van Phung (HCMC) agreed, currently industrial parks occupy more than 70,000 hectares of land, but the occupancy rate is about 45%. Meanwhile, the 10-year planning to triple to 200,000 hectares is too fast. "The government must stipulate that localities with industrial parks filled by 60% or more will be allowed to establish new areas" - Mr. Phung said.

However, Deputy Dang Thanh Tam (HCMC) explained that currently 72,000 hectares of concentrated industrial park land contribute 25% of GDP, and according to the rule, Vietnam's GDP doubles every 5 years, so for industry to maintain this contribution ratio, by 2020, the land for industrial parks will increase to 200,000 hectares, which is normal.
Disagreeing with this opinion, Deputy Tran Du Lich said that it is not true that only large amounts of land can contribute greatly to GDP. For example, in Ho Chi Minh City, the plan to 2020 is to have 5,900 hectares of industrial parks, currently 14 zones are exploiting 2,500 hectares, contributing 28% of the country's GDP.
Delegate Tran Du Lich said that it is necessary to clarify how much investment capital is needed for 1 hectare of industrial land for each region. If we fill up all 72,000 hectares of industrial parks, how much investment capital is needed, not to mention expanding to 200,000 hectares. "If we look at it like that, we will see an unreasonable number, we are startled and cannot understand. I wonder how much investment capital Mr. Dang Thanh Tam needs to invest in 1 hectare of industrial park?"
Not receiving a response, Mr. Lich suggested that if the Government cannot clarify those numbers, it cannot approve land use planning, especially the 200,000 hectares of industrial park land.
“In the past 10-15 years of industrialization and urbanization, we have turned countless agricultural lands into wastelands, greatly affecting farmers. Industrial zones have been abandoned, even to raise cows. This is a reality that we must clearly see, otherwise it would be unreasonable to continue approving it,” Mr. Lich said.

Mr. Quyen expressed his agreement with the opinion of the Secretary of the Hanoi Party Committee Pham Quang Nghi when he went to Tu Liem district to inspect the situation of kindergartens: "how many projects can we still arrange, while the kindergartens cannot arrange land". An unusual situation is happening: the headquarters of agencies have been asking for ten years but have not been approved, but there are projects that have been asked for land immediately.
“What a strange planning? This is extremely unreasonable in planning and implementation,” said Mr. Quyen. “We have traffic jams, while universities with thousands of hectares of land in Hoa Lac are abandoned.”
Many delegates agreed with the policy of retaining 3.8 million hectares of rice fields. Deputy Chairman of the Economic Committee Nguyen Van Phuc said that specific targets must be assigned to localities on the area of rice fields that must be retained and conversion strictly prohibited. At the same time, there must be preferential policies to support localities in retaining rice fields so that farmers can feel secure in farming.
Delegate Tran Du Lich agreed: "If the planning is not clarified, it will not be approved, because we will not industrialize at all costs."
