National Assembly discusses amendments to the Law on Residence

On the morning of June 8, the National Assembly listened to Minister of Home Affairs Nguyen Thai Binh present the Proposal on the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation and the draft revised Law on Residence.

According to the Drafting Committee, this revised Law on Residence project contributes to overcoming the limitations and shortcomings in the current Law on Residence and enhancing the effectiveness and efficiency of state management of population, especially in the inner city areas of large cities.

The supplemented and revised contents include: Prohibited acts such as falsifying conditions for permanent residence registration; allowing others to register at one's residence but this person does not actually reside there or for profit; on conditions for permanent residence registration in large cities under the Central Government such as regulations on increasing the temporary residence period from 1 year to 2 years; regulations on average area for cases of renting, lending, and letting to stay; adding some cases of permanent residence registration such as single people living with siblings, aunts, uncles, paternal and maternal grandparents living with their grandchildren when the person with the household registration agrees to let them enter in the household registration book.

In addition, the draft law also stipulates the time limit for procedures to change the place of permanent residence registration, such as shortening the registration period from 24 months to 6 months; and regulating the duration of the Temporary Residence Book (there are still many different opinions surrounding the regulation on the duration of the Temporary Residence Book issued to households or individuals who have registered for temporary residence for a period of 12 months). Meanwhile, the Law Committee of the National Assembly believes that the regulation on the 12-month Temporary Residence Book is not suitable for people's needs and causes difficulties for population management.

In the afternoon, the National Assembly discussed in groups the draft revised Law on Emulation and Commendation and the Law on Employment.
