The National Assembly discussed in groups the Law and Ordinance Building Program.
(Baonghean) -On the afternoon of November 2, in Hanoi, the 2nd session of the 13th National Assembly continued its working program of discussion in groups on the draft Law and Ordinance Building Program of the 13th National Assembly.
The delegation of the National Assembly of Nghe An province discussed in groups with the delegations of the National Assembly of Vinh Phuc and Dak Lak provinces. Comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Nghe An province was the group leader who chaired the discussion.
Speaking at the discussion in groups, most of the opinions of the delegations of the National Assembly of Nghe An, Vinh Phuc and Dak Lak provinces highly agreed on the proposed program of law and ordinance making of the 13th National Assembly, presented by the member of the National Assembly Standing Committee, with 134 projects, of which 96 projects belong to the official program and 38 projects belong to the preparatory program. However, to effectively implement the program of law and ordinance making of the 13th National Assembly, the delegates said that in this term, the National Assembly and the Government need to have stronger innovation in the development of projects, through the annual program of law and ordinance making. The program is expected to closely follow socio-economic goals, ensure feasibility, and meet the practical requirements of life.
Regarding the specific program, delegates suggested that the law on organizing elections of people's councils, elections of National Assembly deputies, the Law on Writers, the Law on Human Rights and especially the Law on Citizen Reception should be included in the official program during the term, because having a citizen law will create favorable conditions for the people, while at the same time raising the sense of responsibility of heads of agencies.
Regarding solutions such as the Government promptly allocating funding to support the development of laws and ordinances immediately after the Program is approved, Mr. Pham Van Ha, a National Assembly delegate from Nghe An province, said that this issue needs to be regulated more strictly. According to the delegate, the investment budget for projects is very large. If the law is not issued but the Drafting Committee has received funding, it will have to redo the steps as at the beginning and affect other laws, so there needs to be strict sanctions.
The National Assembly deputies also proposed in the solution section to continue to promote the role, responsibility and strictly implement the regulations on drafting projects, deadlines for submitting projects to the government, appraisal agencies, the National Assembly Standing Committee and the National Assembly; strengthen the legal force in ministries and legal offices in organizing the drafting of projects. In addition, when drafting and issuing documents, it is necessary to seek opinions from the Ethnic Council, National Assembly committees and National Assembly delegations. In addition, constantly improve the quality of project appraisal and support staff as well as have plans to attract experts and good scientists to the process of drafting, examining, revising and perfecting draft laws and ordinances.
Tomorrow, November 3, National Assembly deputies will continue to discuss in groups the draft Law on Deposit Insurance, the draft Law on Water Resources (amended) and listen to a number of reports from the Prime Minister in the hall.
