National Assembly discusses work on trial and anti-corruption
(Baonghean.vn) -On the afternoon of October 29, the National Assembly discussed in groups the work of preventing and combating law violations and crimes; the work of the Supreme People's Procuracy and the Chief Justice of the Supreme People's Court; the work of enforcing judgments; corruption prevention and control, and the results of implementing Resolution No. 37/2012/QH13 of the National Assembly.
Mr. Pham Van Tan, Head of the National Assembly Delegation of Nghe An province, chaired the discussion at group 5 with 3 delegations: Nghe An, Bac Ninh and Dak Lak province.
Most opinions agree with the results achieved in the work of preventing and combating law violations and crimes as reported by the Government. However, many opinions said that the Government's Report has not clearly stated the crime situation and the results in the fight against crime. In addition, the recidivism of released prisoners is still high, causing a significant impact on the security and social order. In particular, murder crimes are increasing day by day, so here we must mention the propaganda and education work of judicial agencies is still slow, weak and ineffective. In addition, dangerous and especially dangerous crimes such as transporting, trading and storing drugs are still common, criminal acts are increasingly sophisticated, even assisted and protected by a number of officials with positions and power. Therefore, on this issue, delegates suggested that the Government must be resolute and strong, thereby creating trust among the people.
Mr. Pham Van Ha, National Assembly delegate of Nghe An province, raised the issue: “In Nghe An alone, in one year of investigation, hundreds of cakes of drugs were discovered and seized, not to mention the whole country. Currently, there are some very new crimes such as information technology, propaganda to overthrow the government..., we handle them very strictly. Although the penalty is high, the crime rate has not decreased, on the contrary, it has tended to increase in recent years. Therefore, our main concern now is prevention and control work, if we do it well, there will not be major cases like in the past.”

On the same issue, Politburo member - Vice President of the National Assembly Tong Thi Phong, National Assembly delegate of Dak Lak province, commented: “We must deal with it strictly, now the Anti-Corruption Law is available. Therefore, there is no way to say that corruption cannot be dealt with. If it can be dealt with and dealt with strictly, corruption will certainly decrease. I propose that, for this type of crime, no one has the right to interfere with the prosecution and trial agencies.”
Many opinions say that the work of prosecution and trial has been increased recently. However, the issue of applying the law to consider suspended sentences for corruption crimes is currently not unified, still arbitrary, even illegal in some localities, so it is very necessary for the Government to promptly rectify. The Government's report stated that the number of wanted fugitives is still high, so many opinions of delegates said that there needs to be an effective, synchronous and comprehensive solution to thoroughly resolve this problem. Mr. Pham Van Tan, Head of the National Assembly delegation of Nghe An province, commented: "Here is a type of crime that has already been convicted, so it is very dangerous for society. Therefore, we must find a way to limit this danger, we need to step up the investigation, investigation, and be determined in prosecuting and prosecuting criminals. Second, why is it said that the execution of judgments is still slow, especially civil judgments? In my opinion, there is still ambiguity in the execution of judgments.

Regarding the enforcement of civil judgments, some delegates raised the issue that there are currently many cases that have come into effect but cannot be enforced. The reason given is that the subject does not have assets to enforce the judgment. However, there are also many cases where the seizure of assets by the authorities is still taken lightly, sometimes intentionally ignored, causing difficulties for the enforcement of judgments later.
For criminal cases, especially the execution of death sentences by lethal injection, it is currently very difficult to carry out, because the cost for each case is too high, so the whole country currently has a backlog of more than 680 subjects who have not been executed. Therefore, there is an opinion suggesting that the National Assembly should add a previous method of execution, which is shooting, along with the form of execution by lethal injection as recently approved by the National Assembly.
