Continuing the 2nd session of the 13th National Assembly, on the afternoon of October 21, National Assembly deputies discussed in groups about the 5-year socio-economic development plan (2011 - 2015); the implementation of the 2011 socio-economic development plan and the 2012 socio-economic development plan. The National Assembly delegation of Nghe An province participated in the discussion in groups with the National Assembly delegations of Dak Lak and Vinh Phuc provinces. Speaking at the group, most delegates highly agreed with the Government's report on the 5-year socio-economic development plan (2011 - 2015). The delegates emphasized that in the past 5 years, despite facing many difficulties and challenges, with the outstanding efforts, dynamism and creativity of the entire people and the entire political system, under the leadership of the Party, combined with the determination of the Government, ministries and central branches, the solutions were implemented synchronously and drastically to stabilize the macro-economy, control inflation, ensure social security, the socio-economic situation of Vietnam achieved many outstanding results. The economy grew quite high, averaging 7%/year; the scale of the economy increased, all socio-economic sectors developed; people's lives improved, the poverty rate decreased rapidly.
Delegates said that the Government's implementation of Resolution 11 was correct, but the cuts were not appropriate for urgent projects in remote areas. In the solution section, delegates also said that the Government needs to focus on directing strongly in issuing policies on growth models, increasing investment in rural agriculture; have policies to prioritize support for science and technology, as well as allocate capital for urgent medical projects.
Regarding the vocational training program, especially vocational training for rural workers associated with the process of restructuring the agricultural and rural economy, striving to create new jobs for 1.6 million workers each year, delegates said that in addition to ensuring stable jobs for workers who already have jobs, avoiding unemployment, it is necessary to strengthen the management of overseas workers. Delegates also requested the Government to allocate sufficient capital for the national target program; promote economic restructuring, pay attention to the environment, build new rural programs and strengthen the National Assembly's supervision of the Government.
