The National Assembly discussed the Draft Law amending and supplementing a number of articles of the Law on Planning.
On the morning of May 28, the National Assembly held a plenary session in the hall to discuss the Draft Law on Amending and Supplementing a Number of Articles of the Law on Planning and the Draft Law on Amending and Supplementing a Number of Articles of the Law on Economical and Efficient Use of Energy. Vice Chairman of the National Assembly Vu Hong Thanh chaired the session.

Continuing the program of the 9th Session, on the morning of May 28, the National Assembly discussed in the hall the Draft Law on amending and supplementing a number of articles of the Law on Planning. The Minister of Finance spoke to explain and clarify a number of issues raised by National Assembly deputies.
Afterwards, delegates discussed in the hall the Draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. The Minister of Industry and Trade spoke to explain and clarify a number of issues raised by National Assembly delegates.

Previously, on May 9, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Proposal on the Draft Law amending and supplementing a number of articles of the Law on Planning.
This draft Law amending and supplementing a number of articles of the Law on Planning, in addition to amending a number of contents related to perfecting the planning system, simplifying planning contents to improve the effectiveness and feasibility of planning..., has added regulations on the order and procedures for adjusting planning for the period 2021 - 2030 to meet the requirements of rearranging provincial administrative units towards simplification and promoting decentralization and delegation of power.

The Draft Law stipulates that planning tasks do not have to be established, appraised, or approved; and planning appraisal can be in the form of an appraisal council meeting or obtaining written appraisal opinions from relevant ministries and ministerial-level agencies.
At the same time, decentralize to ministries to organize appraisal and approval of adjustments to national sectoral planning; decentralize to provincial people's committees to organize appraisal of adjustments to provincial planning, and the chairman of the provincial people's committee approves adjustments to provincial planning after being approved by the provincial people's council...
An important content in the Draft Law on Planning Amendment is to supplement transitional regulations for national planning, regional planning, provincial planning for the period 2021 - 2030, and technical and specialized planning so that there are no legal gaps and no interruptions in State management of planning that affect investment, production and business activities.

Specifically, national planning, regional planning, and provincial planning for the 2021-2030 period that have been decided or approved by competent authorities before the effective date of this Law shall continue to be implemented until the end of the planning period or until they are replaced in accordance with legal provisions.
In case national planning, regional planning, or provincial planning is being adjusted but has not been decided or approved, it is possible to choose to continue implementing it according to the provisions of the Law on Planning or to adjust the planning according to the simplified procedures prescribed in Clause 4, Article 2 of this Law and to inherit the appropriate contents when making adjustments.
Also in the morning session, the National Assembly discussed the Draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.

The promulgation of the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy aims to continue to thoroughly grasp and institutionalize the viewpoints and policies of the Party and State to solve practical problems in the country, in accordance with international laws and practices, while at the same time enhancing the effectiveness and efficiency of State management, eliminating obstacles and barriers, creating a favorable legal corridor, strengthening incentive mechanisms, and promoting the economical and efficient use of energy.
In addition, amending and supplementing the Law on Economical and Efficient Use of Energy will help Vietnam promptly take advantage of, attract and mobilize international resources to support and promote the process of investing in energy saving and converting the market for energy saving products.
