National Assembly discusses proposed 2019 monitoring program

Presenting the Report on the National Assembly's proposed 2019 Supervision Program, Secretary General of the National Assembly and Head of the National Assembly Office Nguyen Hanh Phuc said that at the 7th session, the National Assembly is expected to review and discuss the Government's supplementary report on the assessment of the results of the implementation of the socio-economic development tasks and the state budget in 2018; the report on the 2017 state budget settlement; the implementation of the socio-economic development plan and the state budget in the first months of 2019 and other reports of relevant agencies in accordance with the law.
Review and discuss the report of the National Assembly Standing Committee on the implementation of supervisory recommendations of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly delegations and National Assembly deputies (if any); Review and discuss the report of the National Assembly Standing Committee on the results of supervision of the settlement of voters' recommendations sent to the 6th session.
Conduct questioning and answering activities of National Assembly deputies and thematic supervision.
It is expected that at the 8th session, the National Assembly will review and discuss the 2019 work report of the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees; of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office. Review and discuss the Government's report on the implementation of the socio-economic development plan and the state budget in 2019 and the socio-economic development plan, the state budget estimate, and the central budget allocation plan in 2020.Review and discuss reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the settlement of complaints and denunciations; reports of the Government on the implementation of the Constitution, laws, and resolutions of the National Assembly; reports of the Government on the prevention and combat of corruption, on the practice of thrift, the fight against waste, on the prevention and combat of crime and law violations, on the enforcement of judgments, on the implementation of national goals on gender equality; other reports of relevant agencies as prescribed by law.
Review and discuss the report of the National Assembly Standing Committee on the implementation of the supervision recommendations of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly delegations and National Assembly deputies (if any); Review and discuss the report of the National Assembly Standing Committee on a number of pressing issues arising from the supervision results of the Ethnic Council and the National Assembly Committees (if any).

Regarding the selection of thematic supervision content in the 2019 supervision program, the Secretary General of the National Assembly also said that the selection of supervision content must be based on the criteria of urgent issues arising at the macro level or having a great impact on socio-economic life, of interest to National Assembly deputies, voters and the People; associated with the development and enforcement of laws; Not overlapping with the supervision topics that have been supervised by the National Assembly and the National Assembly Standing Committee within 18 months up to the time of proposal; Ensuring balance and consistency between the fields and scope of supervision in accordance with the implementation conditions of the National Assembly agencies.
Based on the results of supervision activities in recent years and the actual situation in 2019, the Standing Committee of the National Assembly proposed that the National Assembly supervise 2 topics at 2 sessions in the year. Based on the expected number, selection criteria and studying the opinions and recommendations of the agencies, the Standing Committee of the National Assembly proposed that the National Assembly consider and decide on 2 of the 4 contents: Implementation of policies and laws on fire prevention and fighting in the period of 2011-2018 (expected to assign the National Defense and Security Committee to preside over the content).Implementation of policies and laws on urban planning, management and land use in the period of 2014-2018 (expected to be assigned to the Economic Committee to preside over the content). Implementation of policies and laws on the implementation of the national target program on sustainable poverty reduction in ethnic minority and mountainous areas in the period of 2011-2018 (expected to be assigned to the Ethnic Council to preside over the content). Implementation of policies and laws on the establishment, management and use of state financial funds outside the state budget in the period of 2011-2018 (expected to be assigned to the Finance and Budget Committee to preside over the content).

Discussing at the meeting, the opinions of the National Assembly deputies basically agreed with the 2019 Supervision Program as presented by the National Assembly Standing Committee and believed that, in general, the National Assembly's planned 2019 Supervision Program is appropriate, closely following the provisions of the Law on Supervision Activities, and associated with urgent issues that have been raised by deputies and voters.
Delegates also proposed that the National Assembly further strengthen the supervision of law enforcement, guidance and implementation of the Constitution, laws and resolutions of the National Assembly, and further strengthen the post-supervision stage, evaluating the implementation of conclusions and recommendations of supervision at the National Assembly, the National Assembly Standing Committee and National Assembly agencies.Regarding the content of the National Assembly's thematic supervision, the opinions basically agreed and at the same time provided additional comments to clarify the content and scope of the topics planned by the National Assembly Standing Committee. In addition, the opinions of the National Assembly deputies also proposed a number of additional supervision contents such as child abuse, policies for ethnic minority and mountainous areas, fire prevention and fighting, etc.

Concluding the discussion, Vice Chairman of the National Assembly Do Ba Ty said that based on the discussion and the results of the ballot, the National Assembly Standing Committee will direct the Secretary General of the National Assembly and relevant agencies to study and fully absorb the opinions of the National Assembly deputies and submit them to the National Assembly for consideration and approval of a resolution on the National Assembly's Supervisory Program in 2019 according to the session's agenda. Accordingly, there will be two topics for the National Assembly to supervise at the highest level and the remaining two topics will be assigned to the National Assembly Standing Committee to organize supervision and report to the National Assembly.
At this session, after deciding on the topic of supreme supervision, the National Assembly will issue a resolution to establish a specialized supervision team according to Article 16 of the Law on Supervisory Activities of the National Assembly and People's Councils. The National Assembly Standing Committee will make careful preparations to ensure the implementation achieves high results./.
