The National Assembly discussed the Law on Anti-Money Laundering and the Law on Prevention of Tobacco Harms.
(Baonghean) -Continuing the 2nd session of the 13th National Assembly, this afternoon, November 9, the National Assembly discussed in groups the draft Law on Anti-Money Laundering and the Law on Prevention and Control of Tobacco Harms. The provincial National Assembly delegation discussed in group 5 with Vinh Phuc and Dak Lak provinces.
The draft Law on Anti-Money Laundering consists of 5 Chapters and 53 Articles. Most of the National Assembly deputies from Nghe An, Vinh Phuc and Dak Lak provinces agreed on the need to promulgate the Law on Anti-Money Laundering as proposed by the Government. The deputies emphasized that in the context of developing a market economy and international integration in our country, money laundering activities in Vietnam are entirely possible, so the promulgation of the law is necessary. However, the deputies suggested that it is necessary to clarify the viewpoints on law-making, especially the viewpoints on ensuring national security and interests, and not hindering production and business activities, and the legitimate rights and interests of organizations and individuals.

Regarding regulations related to basic rights of citizens, the right to confidentiality and privacy of individuals, delegates proposed that effective control of money laundering activities is necessary, but it is necessary to ensure that basic rights of citizens, the right to confidentiality and privacy of individuals are not violated, and that the provisions of the Constitution and relevant laws are respected and properly implemented. Delegates also agreed to keep the name of the Law on Anti-Money Laundering. The law needs to clearly stipulate the anti-money laundering agency, if it is left as the State Bank as in the draft Law, it will not be feasible. Delegates also suggested that the Drafting Committee should amend the English words in the law to ensure legality. In addition, it is necessary to evaluate the summary report of 6 years of implementing Decree 74, supplement the law with a number of articles against terrorist financing as well as state the forms of money laundering, because currently only the form of money laundering through banks is mentioned.
Discussing the Draft Law on Prevention and Control of Tobacco Harms, delegates said that Vietnam is considered one of the countries with the highest rate of smokers in the world and this is the cause of 25 diseases, including dangerous diseases such as lung cancer, myocardial infarction, and atherosclerosis. Tobacco is also one of the four leading causes of death in our country, with about 40,000 people dying from tobacco-related diseases each year. Therefore, the Law on Prevention and Control of Tobacco Harms is very necessary. However, delegates said that for the Law to be feasible, it is necessary to increase information on the mass media about the harmful effects of tobacco. Do not sell tobacco to people under 18 years old. Print advertisements about the harmful effects of tobacco on 30-50% of the packaging, thereby changing the awareness of smokers, gradually reducing and eliminating tobacco. Some delegates also suggested that it is necessary to clearly define the responsibilities of heads of agencies, and to build places specifically for smokers. In addition, strict penalties for smokers who violate the law in public places that affect public health should be strengthened, as well as to build a tobacco prevention fund.
Tomorrow, November 10, in the morning, the National Assembly will work in the hall to approve the Resolution on the State budget estimate for 2012; discuss the 5-year land use plan for the period 2011-2015 and the land use planning for the period 2011-2020, as well as the implementation of the project to plant 5 million hectares of new forests nationwide. In the afternoon, the National Assembly will discuss in groups the draft Law on handling administrative violations.
