National Assembly passes law allowing "surrogacy"
Early this afternoon (June 19), the National Assembly voted to pass the draft Law on Marriage and Family (amended). Ms. Truong Thi Mai - Chairwoman of the Committee on Social Affairs presented a report on the acceptance and revision after the bill was discussed and revised at both sessions 6 and 7.
Notable contents such as the surrogacy regime, application of customs in marriage, marriage age, the issue of living as husband and wife without marriage registration, living together between people of the same sex... were reported by Ms. Truong Thi Mai to the National Assembly before the delegates pressed the button to approve.
The National Assembly voted to approve three articles separately: Article 2 on basic principles of the marriage and family regime; Article 8 on marriage conditions; Article 95 on surrogacy conditions for humanitarian purposes.
Specifically, Article 2 was passed with 421/431 delegates voting in favor (84.54%). Article 8 was passed with 426/434 delegates voting in favor (85.54%).
Regarding Article 95 on surrogacy, 126 delegates disagreed, but it was still passed with 297/433 delegates voting (59.645%).
And finally, the entire draft was passed with a ratio of 396/437 (79.52%). Notably, although 126 delegates disagreed with Article 95 alone, only 30 delegates disagreed with the entire draft.
