National Assembly passes Resolution on 5-year socio-economic development

On the morning of January 8, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan, the National Assembly passed a Resolution on the 5-year socio-economic development plan for 2011-2015.

The National Assembly voted to pass the Resolution on the 5-year socio-economic development plan 2011-2015, with 446 out of 458 delegates in favor (89.20%).

The Draft Resolution on the 5-year socio-economic development plan 2011-2015 resolves that the results of the implementation of the 5-year socio-economic development plan (2006-2010) with correct and timely decisions, the entire Party and people have achieved many important achievements, maintaining a good growth rate, averaging 7% GDP over 5 years. Our country has joined the group of middle-income countries, people's lives have improved, and the poverty rate has decreased rapidly.


National Assembly Deputies Comment on Draft Resolution on 5-year Socio-Economic Development Plan

However, due to difficulties in the world and domestic situation, out of 24 targets of the 5-year plan, 10 targets have not been achieved. Economic development is not sustainable, the quality, efficiency and competitiveness of the economy are still low.

Regarding the 5-year socio-economic development plan for 2011-2015, the draft resolution clearly states: The 5-year plan needs to closely follow the goals, targets, tasks and solutions identified by the 11th Party Congress; leadership and direction must be more focused and drastic, and appropriate steps must be taken to gradually create potential to implement the general goals, targets, 3 breakthroughs and 12 orientations of the socio-economic development strategy for the 2011-2020 period.

With the goal of: Developing the economy rapidly and sustainably, associated with innovation in growth scale and restructuring the economy towards improving quality, efficiency and competitiveness; ensuring social welfare and security, improving people's material and spiritual life; strengthening foreign affairs activities and improving the effectiveness of economic integration; firmly protecting independence, sovereignty, territorial integrity, maintaining political security and social order and safety, creating a foundation for our country to basically become a modern industrialized country by 2020. In the first 2-3 years, focus on implementing the goal of stabilizing the macro economy, ensuring social security, reasonable growth and restructuring the economy associated with innovation in the growth model; in the next 2-3 years, basically completing the restructuring of the economy for rapid and sustainable development.

Accordingly, some key economic indicators for the next 5 years: Gross domestic product increases by about 6.5-7%; The proportion of total social investment in 5 years is about 33.5%-35% of GDP; Gradually reduce trade deficit from 2012 and strive to be below 10% of export turnover in 2015; State budget deficit reaches below 4.5% in 2015 (deficit level plus Government bonds); Public debt by 2015 does not exceed 65% of GDP, Government debt does not exceed 50% of GDP, national debt does not exceed 50% of GDP; Consumer price index increases by about 5%-7% in 2015...

Regarding social indicators: Creating jobs for 8 million people; the actual income of the population by 2015 is 2-2.5 times higher than in 2010; Reducing poverty rapidly and sustainably, the reduction rate is 2%/year and 4%/year for poor districts and especially disadvantaged communes; The average housing area reaches 22m2 of floor space/person by 2015 and reaches 8 doctors and 23 hospital beds/10,000 people... The forest coverage rate reaches 42-43%; the rate of establishments causing serious environmental pollution being handled reaches 85%...

The draft Resolution of the National Assembly also sets out 9 groups of tasks and solutions for socio-economic development. In particular, it requires focusing on quickly overcoming weaknesses due to subjective causes in leadership, direction, management and operation as mentioned in the Government's report; There is a project to restructure the economy associated with renewing the growth model towards improving quality and competitiveness with a long-term vision and a specific roadmap.

Focus on restructuring the economy in three important areas: restructuring investment, focusing on public investment; restructuring the financial market, focusing on restructuring the commercial banking system and financial institutions; restructuring enterprises, focusing on economic groups and state-owned corporations.

Continue to persistently control inflation, stabilize the macro economy, and stabilize the purchasing power of money.

Focus on implementing 3 breakthroughs and 12 strategic orientations for socio-economic development in the 2011-2020 period.

Synchronously apply policies and measures for economic development associated with cultural development, synchronously implement social equity. Strengthen and improve social security with 3 contents: employment security, social insurance policy; health insurance and social protection policy.

Fundamentally and comprehensively innovate education, improve the quality of human resources; adjust policies on preschool education and education in mountainous areas.

Complete and improve the effectiveness of policies and laws on resources and environmental protection. Promote socialization of environmental protection work.
