(Baonghean.vn) - On the morning of June 14, continuing the 3rd Session of the 15th National Assembly, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly voted to pass two resolutions on the establishment of the National Assembly's Thematic Supervision Delegation in 2023.

Before voting, the National Assembly listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly Bui Van Cuong explaining, accepting and revising the draft resolutions on the establishment of the National Assembly's Thematic Supervision Delegation in 2023. After that, the National Assembly voted.

Accordingly, with 475 National Assembly deputies participating in the vote, 469 were in favor (accounting for 94.18%), the National Assembly passed a Resolution to establish a Thematic Supervision Team on "Mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine".

The Resolution clearly states the scope, subjects and contents of supervision, which are the mobilization, management and use of resources for Covid-19 prevention and control in the 2020-2022 period; the implementation of policies and laws on grassroots health and preventive medicine from January 1, 2018 (after the 12th Central Executive Committee issued Resolution No. 20/NQ-TW dated October 25, 2017) to December 31, 2022 nationwide.

The subjects of supervision are the Government, ministries, ministerial-level agencies, government agencies; People's Councils and People's Committees of provinces and centrally run cities and relevant agencies and organizations.

The content of supervision is to evaluate the results achieved, limitations, difficulties, obstacles, determine the causes, and clarify the responsibilities of agencies, organizations, and individuals in: Mobilizing, managing, and using resources (including human resources, financial resources, and material resources) to serve the work of preventing and fighting the Covid-19 epidemic;

Implement policies and laws on grassroots healthcare (organization of grassroots healthcare system, conditions to ensure and implementation according to regulations of relevant laws); implement policies and laws on preventive healthcare (training, human resource structure, organization of apparatus, conditions to ensure and implementation according to regulations of relevant laws).

The monitoring delegation also recommended solutions to improve the efficiency of mobilizing, managing and using resources for epidemic prevention and control; implementing policies and laws on grassroots health care, preventive medicine and perfecting related policies and laws.

Next, the National Assembly voted to pass a Resolution on the establishment of a National Assembly supervision delegation on the implementation of national target programs.

Accordingly, with 471 delegates participating in the vote, 465 delegates approved (accounting for 93.37%), the National Assembly passed the Resolution to establish the National Assembly's Supervisory Delegation on "Implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

The subjects of supervision are the Government and relevant ministries, branches and agencies; the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the People's Councils and People's Committees of 63 provinces and centrally run cities; the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the People's Councils and People's Committees of 51 provinces in ethnic minority and mountainous areas according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister.

The monitoring content aims to evaluate the results achieved, limitations, difficulties, obstacles, identify causes, and clarify the responsibilities of agencies, organizations, and individuals in implementing the National Assembly's resolutions on national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas; propose solutions to improve the effectiveness of implementing the National Assembly's resolutions on national target programs and perfecting relevant policies and laws.
