On November 19, concluding the question and answer session with Minister of Transport Dinh La Thang, National Assembly Chairman Nguyen Sinh Hung requested that Minister Dinh La Thang fulfill his commitments to the National Assembly, including specific promises.

The National Assembly Chairman emphasized that if the Minister fails to do so, he must report back to the voters and the National Assembly. Through the Minister's answers to questions, voters were relatively satisfied, and the National Assembly hopes that the Minister will continue to do well and report to the National Assembly about these promises by the end of next year.

National Assembly Chairman Nguyen Sinh Hung said that during the question-and-answer session with Minister Dinh La Thang, the delegates' opinions were straightforward, concise, and clear.

The Minister went straight to clarifying the issue and proposed solutions as well as making decisive commitments right at the questioning session with the spirit of saying and doing, promising must be done. This was not only a promise to the National Assembly delegates but also to the voters of the whole country.

For example, the commitment to exceed the 1-year plan for National Highway 1A by the end of next year; the commitment to ensure safety for the Hanoi-Ha Dong railway; the commitment to rural roads to communes and suspension bridges to difficult areas according to the Minister's plan.

National Assembly Chairman Nguyen Sinh Hung said that transportation is the lifeblood of the economy and social life, so our Party considers this a breakthrough in the country's socio-economic development. Up to now, there have been strategies, plans, and annual and five-year investment plans.

Transport is also the connection of railway, road, waterway, air transport; rural transport network, district, inter-district, provincial, inter-provincial, national and international. The importance of transport is like that and without transport, the economy cannot develop.

Therefore, the National Assembly requested the Ministry of Transport to review existing strategies, planning, and plans with the spirit of adjusting them if necessary, and editing them if necessary, to continue perfecting this orientation.

On the basis of having plans, there are diagrams and solutions to call for investment to ensure progress; expanding domestic and international investment combined with international investment in air, water, road and international routes to form a connection network between Vietnam and other countries; having many creative and innovative measures to promote investment to ensure according to plan.

Regarding the development of the transport system, the National Assembly requested the Minister to calculate a financial diagram in accordance with the planning strategies. At the same time, focus all domestic and foreign resources, enterprises, the state in association with international organizations to soon implement this strategy in a better way.

“We must have a financial plan with the spirit of efficiency, whichever comes first, whichever comes later, we will do it early to promote economic efficiency, implement it synchronously, not neglecting any transport sector from road to railway to waterway, river, sea and international connection. Having both an accurate and effective investment model and an accurate plan, we will ensure that by the end of 2015 we will report to the National Assembly to prepare for 2016 and by 2020 we will continue to make breakthroughs in the country's socio-economic development.” - Chairman Nguyen Sinh Hung said.

In particular, the National Assembly requested the Ministry of Transport to pay attention to investment quality, ensure reasonable prices and promote efficiency; strengthen inspection and control of planning, projects, designs and estimates to ensure quality because the effectiveness of each road and project is linked to the economic efficiency of the country.

Next, the transport sector must be determined and continue to reduce traffic accidents. Our country has been working hard to reduce traffic accidents by 5-10% every year and in the past 3 years some localities have reduced them by 20-30% but some localities have not been able to reduce them but have increased them.

In addition, the Minister of Transport also needs to consider and evaluate the efficiency of transport and transport business to build a reasonable structure in the transport economic sectors, thereby developing infrastructure but must meet the country's needs in transport; have many positive measures to improve the quality of transport services.

National Assembly Chairman Nguyen Sinh Hung also requested the Minister of Transport to continue promoting investment restructuring and enterprise restructuring in the sector to overcome the current low quality of business. For example, the quality at airports, airlines, and transport companies is not highly efficient and wasteful. In particular, the waterway business has just started and has clear potential, but we have not yet promoted our strengths and have not brought about practical results.
